Job Overview:
The Senior Evaluation Officer position is part of MIGA's Economics and Sustainability Group (MIGES) and is crucial for leading the self-evaluation of projects within MIGA. The successful candidate will be responsible for monitoring and evaluating development outcomes in complex projects across both public and private sectors. This role requires strong analytical skills and a solid financial and technical background. The Senior Evaluation Officer will work closely with other MIGA staff to enhance operational effectiveness and contribute to the collection of results data and performance indicators. The position emphasizes green, resilient, and inclusive development, mobilizing private capital, and working collaboratively within the World Bank Group. The ideal candidate will possess excellent communication and interpersonal skills, with a strong interest in economic research and result measurement.

Duties and Responsibilities:
The Senior Evaluation Officer will have a high degree of autonomy and will be expected to guide and mentor junior staff. Key responsibilities include: 1) Contributing to MIGA's self-evaluation program by conducting evaluations of projects, improving evaluation metrics and methodologies, and supporting discussions on IEG methodologies. 2) Supporting MIGA's initiatives related to development data collection systems, ensuring quality assurance in reporting, and engaging with WBG on Scorecard and result measurement. 3) Reviewing evaluation reports from the WBG Independent Evaluation Group (IEG), applying professional standards to validate IEG's work, and preparing high-quality drafts for deliverables. 4) Coordinating MIGA's feedback to IEG and facilitating evaluation work by responding to data and document requests. 5) Identifying lessons from project evaluations and supporting the dissemination of these lessons within MIGA and the broader WBG staff.

Required Qualifications:
Candidates must demonstrate strong analytical skills, experience in monitoring and evaluating development outcomes, and a solid financial and technical background. The role requires a proactive and dynamic approach, with the ability to work independently and collaboratively. Candidates should have expertise in economic research, result measurement, and monitoring and evaluation, as well as excellent communication and interpersonal skills.

Educational Background:
A relevant advanced degree in economics, social sciences, or a related field is required. Candidates should have a strong foundation in quantitative and qualitative research methods, as well as experience in evaluation methodologies.

Experience:
Candidates should have substantial experience in monitoring and evaluation, particularly in complex projects within both public and private sectors. Experience in leading evaluations and working with diverse stakeholders is essential.

Languages:
Fluency in English is mandatory. Proficiency in additional languages, particularly those relevant to MIGA's operational regions, is considered an asset.
