Job Overview: The Human Resources Officer SC8 position at WFP is a critical role that reports directly to the Head of Human Resources in Yemen. This position is designed to support the delivery of a professional and client-focused Performance Management and Learning & Development portfolio. The officer will partner with managers to implement HR solutions that align with WFP's corporate priorities. The role involves contributing to the development and implementation of performance management processes, ensuring that employee objectives are aligned with organizational goals. The officer will also provide guidance to managers and staff on setting objectives, conducting performance appraisals, and delivering constructive feedback to foster continuous improvement and development. This position is essential for maintaining a positive employment relationship between WFP and its staff, ensuring that HR policies and procedures are effectively communicated and applied.
Duties and Responsibilities: The Human Resources Officer will have a variety of responsibilities, including but not limited to: supporting performance management operational activities that align with business needs; contributing to the development and implementation of performance management processes; providing guidance to managers and staff on performance appraisals; responding to HR queries from managers and staff; administering conditions of service related to performance management; supporting staff capability building through learning needs analysis; organizing development solutions; delivering onboarding activities for new employees; supporting career development initiatives; ensuring staff access to training and growth opportunities; assisting in succession planning activities; collating data for accurate reporting; and conducting straightforward data analysis to support HR projects and process improvements.
Required Qualifications: Candidates must possess an advanced university degree in Human Resource Management, Public or Business Administration, Industrial Psychology, or a related field. Alternatively, a first university degree with an additional three years of relevant work experience or training/courses is acceptable. The role requires a total of five years of relevant experience, including at least one year of postgraduate professional experience in Human Resources, particularly in international humanitarian development. Desired experiences include responding to standard HR inquiries, providing coaching or training to new staff, and gaining experience in administrative and systems support across multiple HR activities.
Educational Background: The educational background required for this position includes an advanced university degree in Human Resource Management, Public or Business Administration, Industrial Psychology, or a related field. Candidates with a first university degree must also have additional training or coursework relevant to the role, along with the requisite work experience. This educational foundation is essential for understanding the complexities of human resources in a humanitarian context.
Experience: The position requires a total of five years of relevant experience, which includes at least one year of postgraduate professional experience in Human Resources. Candidates should have a strong interest in international humanitarian development and should have demonstrated experience in HR functions, particularly in performance management and employee development. Experience in a country office environment is highly desirable, as it provides context for the challenges and opportunities faced in humanitarian work.
Languages: Fluency in both written and oral English and Arabic is mandatory for this position. Proficiency in these languages is essential for effective communication within the organization and with stakeholders. Additional language skills may be considered an asset but are not required.
Additional Notes: This position is offered as a Service Contract at Level 8, with a duration of 12 months. The role is based in Aden, Yemen, and is full-time.
