Job Overview:
The Disaster Risk Management Specialist position is part of the Disaster Risk Management (DRM) team within the ILCUR unit of the World Bank Group. The specialist will provide technical support and lead operational and analytical engagements in various aspects of disaster risk management, including risk reduction, risk financing, and resilience strategies. The role is crucial in addressing the increasing challenges posed by natural disasters, particularly in the Latin America and Caribbean region, where the impacts of climate change and urbanization are leading to heightened vulnerabilities. The specialist will be expected to develop knowledge products, strengthen client capacities, and foster relationships with external stakeholders to enhance the DRM agenda.

Duties and Responsibilities:
The specific responsibilities of the Disaster Risk Management Specialist include:
  • Providing intellectual, strategic, and technical expertise in disaster risk management by developing knowledge products and training activities to improve best practices.
  • Strengthening the capacity of clients to respond to disasters through the preparation of high-priority risk mitigation strategies, programs, and projects.
  • Establishing and maintaining productive relationships with external actors in the disaster risk management field, including governments, international agencies, private sector, NGOs, donors, and academic institutions.
  • Supporting the development of ILCUR’s DRM business lines and contributing to the preparation of priority or flagship analytical and advisory services.
  • Participating in complex, multi-sector operations and lending projects under preparation and supervision.
  • Sponsoring and contributing to knowledge exchanges and dissemination across the Bank and in external forums related to DRM and disaster risk financing.
  • Providing peer review and cross-support to other units and regions in sector lending and analytical activities.

Required Qualifications:
Candidates for the Disaster Risk Management Specialist position should possess a strong background in disaster risk management, climate change adaptation, and resilience building. They should have demonstrated expertise in developing risk mitigation strategies and programs, as well as experience in project management and stakeholder engagement. Strong analytical skills and the ability to work collaboratively in a team environment are essential. Candidates should also have a proven track record of working with diverse stakeholders, including government agencies, NGOs, and the private sector.

Educational Background:
A master's degree in a relevant field such as environmental science, disaster management, public policy, or a related discipline is required for this position. Advanced degrees or certifications in disaster risk management or climate change adaptation are highly desirable and will be considered an asset.

Experience:
Candidates should have a minimum of 5-7 years of relevant professional experience in disaster risk management, climate change adaptation, or related fields. Experience working in international development, particularly in the Latin America and Caribbean region, is preferred. Familiarity with the World Bank's operational policies and procedures is a plus.

Languages:
Fluency in English is mandatory for this position. Proficiency in Spanish or Portuguese is highly desirable, given the focus on the Latin America and Caribbean region. Knowledge of additional languages may be considered an asset.
