Job Overview:
The Programme Analyst plays a crucial role in the effective management of CERF funded projects, reporting directly to the Humanitarian Programme Specialist. This position involves providing substantive inputs to project design, formulation, implementation, and evaluation. The Programme Analyst is responsible for guiding and facilitating the delivery of UN Women CERF funded projects, monitoring results achieved during implementation, and ensuring the appropriate application of systems and procedures. The role requires close collaboration with the programme and operations team, ensuring compliance with Fund requirements, including monitoring and reporting, and coordinating project results to both internal and external audiences. The Programme Analyst is expected to contribute technically to the design of humanitarian project strategies, provide support to project implementation, and assist in capacity development for partners, ensuring that the projects align with the overall mission of UN Women.

Duties and Responsibilities:
  • Contribute technically to the design of humanitarian project strategies, providing substantive inputs to project proposals and identifying areas for support and intervention.
  • Provide technical support to the implementation and management of humanitarian projects, including leading the implementation of programme activities, coordinating calls for proposals, and training partners on Results Based Management.
  • Offer technical assistance and capacity development to project/programme partners, maintaining relationships to support implementation and identifying opportunities for capacity building.
  • Monitor progress of implementation activities and finances, drafting reports on monitoring missions and programme results.
  • Manage people and finances of humanitarian projects, monitoring budget implementation and providing inputs to financial reports.
  • Build partnerships and resource mobilization strategies, preparing relevant documentation and participating in donor meetings.
  • Support inter-agency coordination on humanitarian programmes to achieve coherence and alignment with other partners.
  • Contribute to advocacy, knowledge building, and communication efforts by developing background documents and coordinating advocacy campaigns.
  • Perform other duties as necessary for the efficient functioning of the Office and the Organisation.

Required Qualifications:
The position requires a Master’s degree (or equivalent) in Political or Social Science, International Development Studies, Gender/Women's Studies. A first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. A project/programme management certification such as PMP®, PRINCE2®, or MSP® is considered an added advantage. Candidates must demonstrate good knowledge of programme formulation, implementation, monitoring and evaluation, and Results Based Management, as well as the ability to synthesize program performance data and produce analytical reports.

Educational Background:
Candidates must possess a Master’s degree or equivalent in relevant fields such as Political or Social Science, International Development Studies, or Gender/Women's Studies. A first-level university degree may be accepted if accompanied by additional qualifying experience. Certifications in project/programme management are advantageous.

Experience:
At least 2 years of progressively responsible experience at the national or international level in development programme/project implementation, coordination, monitoring and evaluation, donor reporting, and capacity building is required. Experience in gender in humanitarian contexts is an asset, and familiarity with the United Nations systems is desirable. Field experience and proficiency in using computers and office software packages are also required.

Languages:
Fluency in English and Burmese is required. Knowledge of another official UN language is desirable, enhancing the candidate's profile for the position.
