Job Overview: The Support Services Manager (SSM) plays a pivotal role in the Sudan Programme, directly impacting the development and performance of various programs and projects aimed at sustainable development and project services. Reporting to the Head of Project Unit, the SSM is responsible for providing integrated support services, ensuring operational efficiency, and managing a diverse team of national and international professionals. The SSM's role encompasses operational leadership, project planning, procurement, financial management, human resource management, and administration, all while adhering to UNOPS rules and regulations. The SSM is expected to foster a culture of diversity, equity, and inclusion (DEI) within the team and ensure that all operational strategies align with the organization's commitments to gender equality and social inclusion.
Duties and Responsibilities: The SSM's duties include operational leadership, where they monitor and supervise various operational aspects such as finance, HR, procurement, health, safety, security" style="border-bottom: 1px dotted #007bff !important;">security, and environmental management. They are responsible for ensuring compliance with UNOPS standards and improving client service satisfaction. The SSM will assist in project planning and coordination, including budget preparation and contract negotiations. They will manage procurement processes, ensuring equitable access for diverse suppliers, and oversee financial activities to ensure compliance with UNOPS regulations. Additionally, the SSM will support human resource management, including recruitment and performance reviews, while fostering an inclusive work environment. They will also manage administrative services and ensure the efficient delivery of ICT services, contributing to knowledge management and innovation within the program.
Required Qualifications: Candidates must possess a Master’s degree with at least 5 years of relevant experience or a Bachelor’s degree with 7 years of relevant experience. Relevant experience should include leading and managing personnel and operational systems across at least two of the following functions: procurement, finance, logistics/asset management, or HR. Candidates should demonstrate a willingness to work in hardship duty stations and travel to post-crisis locations. Experience in the UNOPS system, particularly in a Global South context, and familiarity with UN regulations and policies in contracting, procurement, and human resources are desirable. Additionally, candidates should have experience integrating DEI, GESI, and PSEAH standards into operational practices.
Educational Background: A Master’s degree in a relevant field is required, with a minimum of 5 years of relevant experience. Alternatively, a Bachelor’s degree with 7 years of relevant experience is acceptable. The educational background should ideally be complemented by training or certifications in project management, procurement, or human resources, particularly within the context of international organizations or development agencies.
Experience: The position requires relevant experience in leading and managing personnel and operational systems across at least two of the specified functions. Candidates should have recent experience (within the last three years) in managing staff and operational systems. Experience in hardship duty stations and post-crisis environments is essential, as is familiarity with UNOPS operations and policies. Desired experience includes working within the UN system and integrating diversity and inclusion standards into operational practices.
Languages: Fluency in English is mandatory, while proficiency in Arabic is desirable. Candidates should be able to communicate effectively in both languages, as the role may involve interaction with diverse stakeholders and partners in the region.
Additional Notes: The position is classified as mid-level with an ICS Level of 10 and falls under the ICA - IICA - Regular contract type. The contract duration is 12 months, with the possibility of extension based on performance and organizational needs.
