Job Overview:
The position of Inclusive Governance and Executive Learning Consultant involves designing, developing, and delivering a comprehensive executive learning module focused on the Role of the Board and Governing Bodies within the National Governance Program for Public Boards and Leadership (NGP) in Lebanon. The consultant will create a high-quality learning package that equips public board members and senior leaders with the necessary competencies, judgment, and practical tools to exercise effective and ethical governance. The module will emphasize experiential learning and practical application through case studies, simulations, and decision-making exercises relevant to the Lebanese context. The consultant will work closely with UN Women and the Office of the Minister of State for Administrative Reform (OMSAR) to ensure that the learning module aligns with both international governance standards and the specific needs of Lebanon's public sector.

Duties and Responsibilities:
The consultant will undertake several key tasks, including drafting an Inception Report that outlines the proposed methodology for the learning module, developing a comprehensive Learning Module Package that includes a Learning Guide, Participant Handbook, Facilitator Guide, and various interactive learning materials, and delivering the executive learning package through a series of sessions. The consultant will ensure that the module is tailored to the participants' profiles and experiences, encourage peer learning, document observations and challenges, and maintain quality assurance across all learning materials. The consultant will also integrate cross-cutting themes such as gender equality, accountability, and citizen-centered governance throughout the module.

Required Qualifications:
Candidates must possess an advanced university degree (Master's or higher) in relevant fields such as Public Administration, Governance, or Adult Education. A first-level university degree combined with additional qualifying experience may be accepted. Professional certification in corporate governance or instructional design is desirable. Candidates should have at least 7 years of progressively responsible experience in designing and delivering executive learning programs in public governance or related fields, with a strong understanding of inclusive governance principles and experience in Lebanon being advantageous.

Educational Background:
An advanced university degree (Master's degree or above) in Public Administration, Public Policy, Governance, Business Administration, Law, Political Science, Organizational Development, Adult Education, or a related field is required. A first-level university degree in one of these fields, combined with two additional years of qualifying experience, may be accepted in lieu of the advanced degree. Professional certifications in relevant areas are considered a plus.

Experience:
Candidates should have a minimum of 7 years of relevant experience in designing, developing, and delivering executive learning or capacity development programs in public governance or closely related fields. Experience in inclusive governance and integrating gender equality into governance programs is required. Familiarity with adult learning methodologies and the ability to adapt international governance principles to local contexts is desirable, particularly experience in Lebanon.

Languages:
Fluency in both English and Arabic is required for this position. Knowledge of French is considered an asset, enhancing the candidate's ability to engage with diverse stakeholders and materials.

Additional Notes:
This consultancy is hybrid, allowing for remote work while requiring attendance at designated venues in Lebanon for in-person sessions and meetings. The consultant will be compensated based on deliverables, with a structured payment schedule tied to the completion of specific tasks. All deliverables must be submitted in Arabic, with the possibility of an English executive summary for reporting purposes.
