Job Overview: The National Consultant will be responsible for designing, developing, and delivering Module 8: Institutional and Oversight Ecosystem of the National Governance Program for Public Boards and Leadership (NGP). This role involves creating a comprehensive executive learning package tailored to the Lebanese context, focusing on equipping board members and senior public leaders with the necessary competencies for effective governance. The consultant will emphasize experiential learning and practical application through case studies and simulations relevant to Lebanese governance. The position requires collaboration with various stakeholders, including the Office of the Minister of State for Administrative Reform (OMSAR), to ensure the module meets the objectives of the NGP and reflects both local and international governance standards.
Duties and Responsibilities: The consultant will undertake several key tasks: 1) Draft an Inception Report outlining the methodology, workplan, and expected outcomes for the Learning Module, ensuring alignment with NGP objectives and governance frameworks. 2) Develop a comprehensive Learning Module Package that includes a Learning Guide, Participant Handbook, Facilitator Guide, and various interactive materials. This package must integrate practical examples and governance tools relevant to the Lebanese public sector. 3) Deliver the Learning Module effectively, ensuring high-quality, interactive sessions that promote the application of governance principles. The consultant will document observations and challenges during the sessions and provide post-session reports. The consultant is also expected to ensure quality assurance across all learning materials and maintain consistency with the overall NGP architecture.
Required Qualifications: Candidates must possess an advanced university degree (Master's or higher) in relevant fields such as Public Administration, Governance, or Political Science. A first-level university degree combined with additional qualifying experience may be accepted. Professional certifications in corporate governance or instructional design are advantageous. The consultant should demonstrate expertise in public sector governance, instructional design, and the ability to translate complex concepts into engaging learning materials. Strong facilitation skills and the ability to work independently while coordinating with multiple stakeholders are essential.
Educational Background: An advanced university degree (Master's degree or above) in Public Administration, Public Policy, Governance, Law, Political Science, or related fields is required. A first-level university degree in these fields, combined with two additional years of qualifying experience, may be accepted in lieu of the advanced degree. Professional certifications in relevant areas such as corporate governance or adult education are considered assets.
Experience: At least 7 years of progressively responsible experience in public sector governance, institutional development, or related fields is required. This includes experience in designing and delivering executive learning programs and a strong understanding of governance frameworks and accountability mechanisms. Proven experience in developing competency-based learning programs and adapting international governance standards to local contexts is essential, with a preference for candidates who have experience in Lebanon.
Languages: Fluency in English and Arabic is required, with knowledge of French being desirable. The consultant must be able to prepare documentation in both Arabic and English as needed.
Additional Notes: This consultancy is hybrid, allowing for remote work while requiring attendance at designated venues in Lebanon for in-person sessions. No official travel outside Lebanon is anticipated unless agreed upon. The consultant will be compensated based on deliverables, with specific payment schedules outlined for each phase of the project. All deliverables must be submitted in Arabic, with the possibility of an English executive summary for internal purposes.
