Job Overview:
The Inclusive Humanitarian Action (IHA) Specialist plays a crucial role in implementing HI's mandate and 10-year strategy within the country of Sudan. This position is vital in strategizing, supervising, and coordinating the design, implementation, and monitoring of inclusive humanitarian action activities. The IHA Specialist will work closely with networks and organizations representing persons with disabilities to ensure that their needs are addressed in humanitarian efforts. Given the ongoing humanitarian crisis in Sudan, exacerbated by conflict and food insecurity, the IHA Specialist will focus on integrating disability inclusion into humanitarian responses. This role requires a proactive approach to developing partnerships, managing working groups, and reinforcing relationships with various stakeholders, including donors and UN agencies. The IHA Specialist will also be responsible for influencing and capacity-building initiatives aimed at promoting inclusive approaches in humanitarian action, ensuring that persons with disabilities are not left behind in crisis situations.

Duties and Responsibilities:
The IHA Specialist will have a comprehensive set of responsibilities, including:

• Developing and implementing the IHA strategy in alignment with HI's core objectives.
• Providing technical support and guidance on disability inclusion across various projects.
• Offering training on inclusive humanitarian action to both staff and external stakeholders.
• Ensuring the quality and relevance of projects through regular monitoring and assessments.
• Representing HI in external forums, such as the Inclusion Task Force (ITF), to advocate for disability inclusion in humanitarian coordination and response efforts.
• Contributing to influencing initiatives that promote inclusive approaches in humanitarian action.
• Supporting the development of new project opportunities and proposals, building partnerships with local NGOs and organizations representing people with disabilities.
• Ensuring effective reporting on HI activities, including donor reports and internal coordination.
• Facilitating coordination between technical sectors and other departments to enhance the overall effectiveness of humanitarian efforts.

Required Qualifications:
Candidates must possess a minimum of 5 years of experience in international or non-governmental organization work within emergency contexts or protracted crises, including at least 2 years in a coordination or management position focused on inclusive humanitarian action. A strong background in humanitarian action, disability inclusion, and human sciences is essential, with proven experience in inclusion, gender, and protection mainstreaming. Familiarity with global frameworks related to disability inclusion and a human rights-based approach to disability is required, including knowledge of the UN Convention on the Rights of Persons with Disabilities (UN-CRPD) and the IASC Guidelines on Disability Inclusion. The ability to train and build capacity among staff and stakeholders is crucial, as is the capability to conceptualize and formalize tools, methods, and procedures relevant to inclusive humanitarian action. Experience in advocacy initiatives related to disability inclusion, particularly in emergency contexts, is highly desirable.

Educational Background:
A relevant educational background is essential for this position, typically requiring a degree in social sciences, humanitarian studies, international development, or a related field. Advanced degrees or specialized training in disability inclusion, humanitarian action, or related disciplines may be advantageous and enhance a candidate's suitability for the role.

Experience:
The position requires a significant level of experience, specifically a minimum of 5 years in the international or non-governmental sector, with a focus on emergency contexts or protracted crises. At least 2 years of this experience should be in a coordination or managerial role related to inclusive humanitarian action. Candidates should demonstrate a strong understanding of the complexities involved in humanitarian responses, particularly concerning disability inclusion and the challenges faced by vulnerable populations in crisis situations.

Languages:
Fluency in English is mandatory for this position, as it is the primary language of communication within the organization and with external stakeholders. Proficiency in Arabic is considered a strong asset, given the context of the role in Sudan and the need for effective communication with local partners and communities. Additional language skills may also be beneficial, depending on the specific needs of the projects and the populations served.

Additional Notes:
The position is offered as an unaccompanied international contract, with a duration of 6 months starting as soon as possible. The contract includes social coverage adapted to the mission context, such as unemployment insurance benefits for EU nationals, a pension scheme, and medical coverage with a 50% employee contribution. The salary for this position starts at 2757€ gross per month, depending on experience, along with a per diem of 606€ net per month while in the field. Employees are entitled to 25 days of paid leave per year, and rest and recuperation (R&R) days are provided according to the level of the mission, currently set at 11 days per year in Kenya. Housing arrangements will be collective and managed by HI for international staff, while local residents will receive a local package.
