Job Overview:
The consultant will play a vital role in providing technical expertise and implementing activities related to the IAEA's response to nuclear and radiological events globally. This position is essential for ensuring that the IAEA meets its legal obligations under the Convention on Early Notification of a Nuclear Accident and the Convention on Assistance in the Case of a Nuclear Accident or Radiological Emergency. The consultant will be responsible for preparing, implementing, and evaluating exercises (ConvEx), developing relevant documentation, and providing training related to emergency response. The role requires a deep understanding of nuclear safety and security protocols, as well as the ability to contribute to the IAEA's programmatic activities aimed at enhancing international response arrangements for nuclear and radiological emergencies.

Duties and Responsibilities:
The Consultant will be tasked with several key responsibilities, including:

• Providing expert advice on the implementation of the IEC's operational roles in response to nuclear and radiological incidents and emergencies.
• Evaluating relevant information and feedback from responses to nuclear and radiological incidents and exercises to identify trends and areas for improvement in the IAEA's international response arrangements.
• Preparing and conducting activities related to the preparation, conduct, and evaluation of nuclear and radiological emergency response exercises, including developing relevant documentation and providing related training.
• Contributing technical expertise for the preparation of the CAM report and designing a methodology to collect feedback from Member States regarding the implementation of CAM recommendations.
• Providing relevant expertise to the IEC and participating in meetings, workshops, training sessions, and exercises as required.

Required Qualifications:
Candidates must possess a university degree in nuclear science, engineering, emergency management, or a related technical or scientific field. Additionally, a minimum of five years' experience in nuclear or radiological emergency preparedness is required, with a particular emphasis on the planning and execution of emergency exercises. Familiarity with IAEA Safety Standards on Preparedness and Response for a Nuclear or Radiological Emergency is essential. Knowledge of the IAEA's structure and functioning is considered an asset. Candidates should also demonstrate excellent analytical writing skills, project management capabilities, and the ability to liaise and coordinate effectively with various stakeholders.

Educational Background:
The educational background required for this position includes a university degree in a relevant field such as nuclear science, engineering, emergency management, or a related technical or scientific discipline. This foundational education is crucial for understanding the complexities of nuclear safety and emergency response protocols.

Experience:
The position requires a minimum of five years of relevant experience in nuclear or radiological emergency preparedness. This experience should focus on the planning and execution of emergency exercises, which is critical for the effective response to nuclear incidents. Candidates with a strong background in emergency management and a proven track record of working in international settings will be preferred.

Languages:
A strong command of oral and written English is mandatory for this position. Additionally, knowledge of other official IAEA languages, including Arabic, Chinese, French, Russian, and Spanish, is considered an asset and may enhance a candidate's suitability for the role.

Additional Notes:
The consultancy offers a daily fee of up to a maximum of €250, which is determined based on the candidate's qualifications and experience. If duty travel is required as part of the assignment, a daily subsistence allowance (DSA) and travel costs will be provided. It is important to note that health coverage and pension fund responsibilities will fall on the incumbent.
