Job Overview:
The National Project Management Officer will play a crucial role in coordinating and managing multiple environmental projects focused on waste management, air quality, biodiversity, and climate change in Bosnia and Herzegovina. This position requires a strong understanding of UNEP standards and donor requirements, as well as national priorities. The officer will provide expert technical advice and support the development of actionable policies and guidelines for stakeholders at both national and regional levels. The role involves implementing comprehensive monitoring and evaluation frameworks, ensuring effective collaboration with various stakeholders, and integrating gender and social inclusion into project designs. The officer will also be responsible for delivering targeted training and workshops to enhance the capacity of national and regional institutions in environmental management.

Duties and Responsibilities:
The duties and responsibilities of the National Project Management Officer include coordinating and managing projects related to waste, air quality, biodiversity, and climate change. The officer will develop detailed work plans and timelines, oversee socio-economic analyses, manage multi-component programs, and facilitate synergies among various environmental initiatives. The officer will provide technical guidance on biodiversity mainstreaming and chemicals governance, conduct risk assessments, and prepare actionable policy briefs and technical guidelines. Additionally, the officer will track project implementation, prepare reports, support evaluations, and engage with various institutions and stakeholders to promote regional collaboration on environmental issues.

Required Qualifications:
Candidates must possess an advanced-level degree (master’s degree) in law, economics, international relations, or a related field. Alternatively, a first-level university degree combined with two additional years of qualifying experience may be accepted. A minimum of three years of professional experience in environmental project design and implementation is required, with a focus on pollution, biodiversity, and climate change. Experience in supporting multilateral environmental agreements and managing complex projects in politically sensitive environments is desirable. Strong communication and coordination skills with institutional donors and stakeholders are also essential.

Educational Background:
An advanced-level degree (master’s degree) in law, economics, international relations, or related studies is required for this position. A first-level university degree, combined with two additional years of qualifying experience, may be accepted in lieu of an advanced degree. This educational background is crucial for understanding the complexities of environmental policies and project management.

Experience:
Candidates should have a minimum of three years of professional experience in the design and implementation of environmental projects, particularly in the areas of pollution, biodiversity, and climate change. Additionally, at least two years of experience in supporting the development and implementation of multilateral environmental agreements and internationally funded projects in Bosnia and Herzegovina and the Western Balkans is desirable. Experience in managing complex projects and engaging with institutional donors is also preferred.

Languages:
Fluency in oral and written English is required for this position, as English and French are the working languages of the United Nations Secretariat. Knowledge of Bosnian/Croatian/Serbian is considered an asset, as it will facilitate communication with local stakeholders and enhance project implementation.

Additional Notes:
The position is expected to last for 12 months and is full-time. The consultant will be based in the UNEP BiH Office in Sarajevo and will report to the Head of the UNEP Vienna Programme Office and the UNEP Associate Programme Management Officer.
