Job Overview:
The OSCE Programme Officer position is a seconded role that corresponds to a P3-level position in the UN common system. The incumbent will work under the guidance of the Special Representative and Co-ordinator for Combating Trafficking in Human Beings (SR-CTHB) and will assist in advancing the OSCE's commitments regarding trafficking in human beings (THB). The role involves policy and legal analysis, organizing meetings and conferences, and supporting the development of research and publications. The Programme Officer will also facilitate cooperation with partner organizations and provide assistance to participating States in implementing anti-trafficking commitments. The position requires a proactive approach to analyzing political, legal, and human dimension developments related to THB, and the ability to collect and analyze trends to inform policy development and legal reform.

Duties and Responsibilities:
The successful candidate will be responsible for a variety of tasks, including: supporting the analysis of political, legal, and human-dimension developments related to THB; collecting and analyzing regional trends; preparing comparative assessments against international standards; developing research concepts and supervising contracted experts; drafting high-quality written outputs such as policy papers and mission reports; maintaining contacts with delegations and relevant authorities; contributing to the assessment of national and regional anti-trafficking programs; organizing meetings and workshops; and performing additional administrative tasks as assigned. The role requires strong analytical skills, the ability to work collaboratively with diverse stakeholders, and effective communication skills to convey complex information clearly and concisely.

Required Qualifications:
Candidates must possess a first-level university degree in international relations, international development, public law" style="border-bottom: 1px dotted #007bff !important;">international law, human rights law, social or political sciences, or related fields. A minimum of seven years of progressively responsible professional experience in anti-trafficking, human rights, or related fields is required, with five years of experience acceptable if the candidate holds a relevant second-level degree. Candidates should demonstrate knowledge of THB and anti-trafficking stakeholders, experience in implementing multi-lateral policy activities related to human trafficking, and familiarity with emerging issues such as technology use in trafficking. Professional fluency in English is mandatory, and knowledge of another OSCE language, particularly Russian, is desirable.

Educational Background:
The educational background required for this position includes a first-level university degree in relevant fields such as international relations, public international law, or social sciences. This foundational education is essential for understanding the complexities of international security and human rights issues, particularly in relation to trafficking in human beings.

Experience:
The position requires a minimum of seven years of relevant professional experience, or five years with a second-level degree. This experience should be progressively responsible and include work within international, governmental, or civil society organizations. Candidates should have a strong background in anti-trafficking initiatives, human rights, and rule of law, with a proven track record of engaging in policy development and legal reform.

Languages:
Professional fluency in English is mandatory for this position, with excellent oral and written communication skills. Additionally, a working knowledge of at least one other language from the OSCE region, particularly Russian, is considered desirable. This position is a fixed-term contract under the OSCE's secondment program, which means that all costs related to the assignment must be borne by the nominating authorities.
