Job Overview:
The Senior Technical Officer (STO) plays a crucial role in implementing the mandate and ten-year strategy of Humanity & Inclusion in Sudan. This position is particularly focused on explosive ordnance risk education (EORE) projects, where the STO is responsible for providing specialized advice and delivering complex technical expertise and training to project teams, partners, ministries, or clients requiring technical assistance. The STO ensures that the projects maintain high standards of quality and impact, directly contributing to the success of the initiatives. The role involves close collaboration with relevant HI and partner project staff, supported by a Global Technical Specialist who provides overarching technical guidance. The STO will report to the Area Manager for East Sudan and will be instrumental in executing project activities, delivering training, and ensuring adherence to international and national mine action standards.

Duties and Responsibilities:
The Senior Technical Officer will have a comprehensive set of responsibilities, including:

• Providing specialized expertise on EORE by offering guidance and technical support to projects and partners, ensuring compliance with international and national mine action standards and HI's standard operating protocols. This includes designing and delivering training sessions, establishing quality assurance and quality control mechanisms, and assessing EORE messages and materials for adherence to standards.
• Conducting evidence-based EORE needs assessments to inform programming, analyzing data to identify high-risk groups and barriers to accessing information, and advising on target groups and methodologies for EORE implementation.
• Supporting the management of ongoing EORE projects, leading technical components of projects, contributing to project management tasks, and identifying new opportunities for EORE initiatives.
• Ensuring the external technical influence of HI on EORE by representing the organization in relevant networks, liaising with national and regional authorities, and contributing to advocacy efforts.
• Keeping abreast of the latest methods and innovations in EORE and contributing to technical learning based on best practices.

Required Qualifications:
Candidates for the Senior Technical Officer position must possess a robust set of qualifications, including:

• A minimum of 5 years of experience in Risk Education, particularly in interpersonal EORE and digital/mass media campaigns.
• Mastery of Quality Assurance and Quality Control processes.
• Proven ability to provide capacity building and technical assistance in advocacy and risk education.
• Experience in developing project intervention strategies and establishing operational partnerships.
• Strong analytical skills to assess needs and inform programming effectively.

Educational Background:
The ideal candidate for the Senior Technical Officer role should have a relevant educational background, typically including a degree in a field related to humanitarian aid, social sciences, or a similar discipline. Advanced degrees or specialized training in mine action, risk education, or related areas would be advantageous and demonstrate a commitment to the field.

Experience:
The position requires candidates to have substantial experience, specifically at least 5 years in the domain of Risk Education. This experience should encompass both interpersonal EORE and the development and implementation of digital and mass media campaigns. Candidates should also have a proven track record in quality assurance and quality control within project settings, as well as experience in capacity building and technical assistance.

Languages:
Fluency in English is mandatory for this position, as it is the primary language of communication within the organization and for reporting purposes. Knowledge of Arabic would be considered a significant asset, enhancing communication with local stakeholders and communities. Additional languages relevant to the region may also be beneficial.

• The contract includes various benefits tailored to the context of the mission, such as unemployment insurance for EU nationals, a pension scheme, and medical coverage with a 50% employee contribution. The salary for this position starts at 2448 € gross per month, with additional allowances including a per diem of 706€ net per month, a hardship allowance of 500 € net per month, and 25 days of paid leave per year. The position is unaccompanied, with housing provided collectively by HI. For residents in the country, a local package will be offered.
