Job Overview:
The Finance Expert will play a crucial role in the Panel of Experts established by the Security Council resolution 2653 (2022) concerning Haiti. This position involves monitoring sanctions measures and investigating alleged violations or non-compliance with these sanctions. The expert will contribute to the preparation of reports and recommendations aimed at improving the implementation of the sanctions regime. The role requires a deep understanding of the political and security dynamics in Haiti, as well as the ability to analyze and synthesize complex information into actionable insights. The expert will work closely with various UN bodies and regional organizations to gather information and provide analysis relevant to the sanctions regime. This position is expected to become available in November 2026 for an initial period of 12 months, subject to renewal and budgetary approval.

Duties and Responsibilities:
The Finance Expert will be responsible for a wide range of duties, including but not limited to: monitoring sanctions measures and investigating alleged violations; contributing to reports on sanctions compliance; preparing recommendations for improved implementation of sanctions; compiling information relevant to the designation of individuals and entities; assisting in refining the list of designated individuals and entities; cooperating with various UN offices and regional organizations; analyzing political developments relevant to the Panel's mandate; monitoring media for relevant issues; preparing briefings and presentations; identifying areas for capacity strengthening in states; ensuring high standards of evidence in reports; providing due process to entities and individuals during investigations; and taking on additional duties as mandated by the Security Council or directed by the Committee.

Required Qualifications:
Candidates must possess an advanced university degree (Master’s degree or equivalent) in military science, political science, international relations, law, finance, journalism, or a related field. A first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. Additionally, a minimum of ten years of progressively responsible experience in the relevant area is required, including at least three years of field experience. Candidates should have significant field experience in post-conflict or transitional situations, strong field research or investigative experience, and experience in writing high-quality reports. Proven interpersonal skills in complex political environments are essential, and experience working in Haiti or the region is desirable.

Educational Background:
The educational background required for this position includes an advanced university degree (Master’s degree or equivalent) in relevant fields such as military science, political science, international relations, law, finance, or journalism. A first-level university degree may be accepted if accompanied by additional qualifying experience. This educational foundation is crucial for understanding the complexities of sanctions regimes and the political landscape in Haiti.

Experience:
The position requires a minimum of ten years of progressively responsible experience in relevant fields, with at least three years of field experience. Candidates should have significant experience in post-conflict or transitional situations, demonstrating strong field research or investigative skills. Experience in writing high-quality reports is also essential, as is a proven ability to navigate complex political environments and work under the rules and regulations of the United Nations.

Languages:
Fluency in English and French is required for this position, as the expert will need to communicate effectively with various stakeholders. Knowledge of Creole is considered an advantage, given the context of the work in Haiti and the need to engage with local communities and officials.

This consultancy position is classified as level C according to the Secretariat Administrative Instruction on Consultants and Individual Contractors. The role requires travel to engage with government officials and other interlocutors, with all travel conducted in Economy Class.
