Job Overview:
The position of Humanitarian Affairs Expert is crucial for the effective monitoring and implementation of the sanctions regime established by the Security Council concerning Haiti. The expert will be responsible for contributing to the monitoring of sanctions measures, investigating alleged violations, and reporting findings to the Security Council. This role requires a deep understanding of the political and humanitarian landscape in Haiti, as well as the ability to work collaboratively with various stakeholders, including UN agencies, government officials, and civil society. The expert will also be involved in preparing recommendations for improved sanctions implementation and will need to engage in field research and investigative missions to gather relevant information. The position is expected to become available in November 2026, with an initial contract duration of 12 months, subject to renewal based on the mandate and budgetary approval.

Duties and Responsibilities:
The duties and responsibilities of the Humanitarian Affairs Expert include:

• Monitoring sanctions measures and investigating alleged violations or non-compliance as mandated by Security Council resolution 2653 (2022) and other relevant resolutions concerning Haiti.
• Reporting on violations of the sanctions regime through updates and reports to the Committee and the Security Council.
• Preparing recommendations for improved implementation of the sanctions regime based on investigations and outreach activities.
• Compiling information relevant to the designation of individuals and entities engaging in activities that threaten the peace and security of Haiti.
• Assisting the Committee in updating the list of designated individuals and entities.
• Collaborating with various UN offices and regional organizations to enhance the effectiveness of the sanctions regime.
• Monitoring media for relevant issues and cases.
• Preparing and delivering briefings and presentations on the sanctions regime.
• Identifying areas for capacity strengthening among States to enhance sanctions implementation. 1
• Contributing to high-quality reports and ensuring due process for Member States and individuals during investigations. 1
• Participating in investigative missions and consultations to gather information from various stakeholders. 1
• Drafting correspondence and managing information obtained during investigations. 1
• Submitting an End of Assignment Report at the end of the mandate.

Required Qualifications:
The required qualifications for the Humanitarian Affairs Expert position include:

• An advanced university degree (Master’s degree or equivalent) in military science, political science, international relations, law, finance, journalism, or a relevant area. A first-level university degree with two additional years of qualifying experience may be accepted in lieu of the advanced degree.
• A minimum of ten years of progressively responsible experience in the relevant area, including at least three years of field experience.
• Significant field experience in post-conflict or transitional situations.
• Strong field research or investigative experience in the area of expertise.
• Experience in writing high-quality reports.
• Proven interpersonal skills in complex political environments.
• Experience working in Haiti or the region is desirable.
• A demonstrated understanding of sanctions regimes in a UN or regional organization context is highly desirable.
• Familiarity with the UN's rules and regulations and working culture is highly desirable. 1
• Experience in implementing the conflict-related sexual violence agenda per relevant Security Council resolutions is highly desirable.

Educational Background:
Candidates must possess an advanced university degree (Master’s degree or equivalent) in relevant fields such as military science, political science, international relations, law, finance, or journalism. Alternatively, a first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. This educational background is essential for understanding the complex political and humanitarian issues related to the position.

Experience:
The position requires a minimum of ten years of progressively responsible experience in the relevant area, which must include at least three years of field experience. Candidates should have significant experience in post-conflict or transitional situations, as well as strong field research or investigative experience. This level of experience is crucial for effectively monitoring sanctions and conducting investigations in complex environments.

Languages:
Fluency in English and French is required for this position. Knowledge of Creole is considered an advantage, as it would facilitate communication and understanding in the context of Haiti. Proficiency in these languages is essential for drafting reports, conducting investigations, and engaging with various stakeholders.

This is a level C consultancy position as defined by the United Nations Secretariat Administrative Instruction on Consultants and Individual Contractors. The position requires travel to engage with government officials and other interlocutors, with all travel being in Economy Class.
