Job Overview:
The position of Armed Groups and Criminal Networks Expert is crucial for the effective monitoring and implementation of sanctions related to Haiti, as mandated by Security Council resolution 2653 (2022). The expert will be responsible for contributing to the investigation of alleged sanctions violations and non-compliance, providing analytical support, and preparing reports for the Security Council. The role requires a deep understanding of the political and security dynamics in Haiti and the region, as well as the ability to engage with various stakeholders, including government officials and civil society. The expert will also be involved in field missions and will need to demonstrate strong research and investigative skills to gather and analyze information relevant to the sanctions regime. This position is expected to become available in November 2026 and will initially last for 12 months, subject to renewal based on the mandate and budgetary approval.

Duties and Responsibilities:
The duties and responsibilities of the Armed Groups and Criminal Networks Expert include:

• Monitoring sanctions measures and investigating alleged violations or non-compliance as per Security Council resolution 2653 (2022).
• Reporting on violations of the sanctions regime through updates and reports to the Committee and the Security Council.
• Preparing recommendations for improved implementation of the sanctions regime based on investigations and outreach activities.
• Compiling information relevant to the designation of individuals and entities engaging in activities that threaten the peace and security of Haiti.
• Assisting the Committee in updating the list of designated individuals and entities.
• Collaborating with various UN offices and regional organizations to gather information and provide analysis.
• Monitoring media and social media for relevant issues.
• Preparing and delivering briefings and presentations on the sanctions regime.
• Identifying areas for capacity strengthening among States to enhance sanctions implementation. 1
• Contributing to high-quality reports and ensuring due process for Member States and individuals during investigations. 1
• Participating in investigative missions and consultations to gather information. 1
• Drafting correspondence and managing information obtained during investigations. 1
• Submitting an End of Assignment Report at the end of the mandate.

Required Qualifications:
The required qualifications for this position include an advanced university degree (Master’s degree or equivalent) in military science, political science, international relations, law, finance, journalism, or a related field. Alternatively, a first-level university degree combined with two additional years of qualifying experience may be accepted. Candidates must have a minimum of ten years of progressively responsible experience in a relevant area, including at least three years of field experience. Significant field experience in post-conflict or transitional situations is essential, along with strong investigative skills and experience in writing high-quality reports. Proven interpersonal skills in complex political environments are also required, and experience working in Haiti or the region is desirable. A demonstrated understanding of sanctions regimes in a UN or regional context is highly desirable, as is experience working under UN regulations and methods.

Educational Background:
Candidates must possess an advanced university degree (Master’s degree or equivalent) in a relevant field such as military science, political science, international relations, law, finance, or journalism. A first-level university degree may be accepted if accompanied by two additional years of qualifying experience. This educational background is essential for understanding the complexities of the role and the issues related to sanctions and armed groups.

Experience:
The position requires a minimum of ten years of progressively responsible experience in areas relevant to the role, including at least three years of field experience. Candidates should have significant experience in post-conflict or transitional situations, strong field research or investigative experience, and a proven track record of writing high-quality reports. Experience working in Haiti or the surrounding region is highly desirable, as is familiarity with the workings of the United Nations and its sanctions regimes.

Languages:
Fluency in English and French is required for this position. Knowledge of Creole is considered an advantage, as it may facilitate communication and understanding in the context of the role, particularly when engaging with local stakeholders and communities.

This consultancy position is classified as level C according to the Secretariat Administrative Instruction on Consultants and Individual Contractors. The role requires travel to engage with government officials and other stakeholders, with all travel conducted in Economy Class.
