Job Overview: The Youth Programme Analyst plays a crucial role in the design, planning, management, and implementation of the adolescent and youth component of UNFPA’s country programme in the Gaza Strip. This position involves leading the provision of technical support to UNFPA’s implementing partners and ensuring compliance with established procedures while monitoring program results. The Analyst will also serve as the focal point for the adaptation to demographic change, data analysis, and foresight stream of UNFPA's work in Gaza, coordinating closely with designated staff at the Country Office. The Programme Analyst is expected to maintain collaborative relationships with all programme and project staff and the operations team at the Country Office, ensuring integration of Sexual and Reproductive Health and Rights (SRHR) and Gender-Based Violence (GBV) in adolescent and youth-related initiatives. The role requires continuous analysis of data and foresight to contribute to evidence-based programming, thereby enhancing the effectiveness of UNFPA's initiatives in the region.
Duties and Responsibilities: The Youth Programme Analyst will be responsible for several key duties, including:
Supporting the identification and formulation of adolescent and youth-related initiatives, country programme, and component projects in Gaza by compiling and analyzing information, project documents, and work plans.
Obtaining and analyzing data to inform overall UNFPA programming and policy advocacy.
Providing technical support to UNFPA AY implementing partners in Gaza to ensure the delivery of quality programs and adherence to agreed standards and procedures.
Supporting monitoring, evaluation, accountability, and learning for the adolescent and youth program in Gaza, implementing mechanisms to systematically assess the achievement of results, conducting field visits, participating in planning and review meetings, and preparing regular inputs to status and progress reports.
Analyzing factors affecting the achievement of results, recommending corrective actions, and following up on recommendations.
Contributing to the creation and sharing of knowledge by synthesizing and documenting findings, lessons learned, success stories, and best practices, and drafting relevant materials for dissemination.
Leading the management of adolescent and youth implementing partners based in Gaza, including program reviews and work plan development and management, and accountability tracking in collaboration with the CO IP management and operations teams.
Supporting advocacy and resource mobilization strategies of the CO by compiling and synthesizing relevant background materials.
Establishing and maintaining a network of adolescent and youth stakeholders in Gaza, including donor and public information contacts, and contributing to organizing and conducting donor missions and other AY-related events. 1
Engaging with entities and partners to strengthen data and statistical systems to inform sustainable strategies, policies, and programs, particularly focusing on SRH, Gender Equality/GBV, and population dynamics. 1
Undertaking environmental scanning in Gaza to identify opportunities for UNFPA assistance and intervention. 1
Keeping abreast of new policy developments and strategies, analyzing policy papers, strategy documents, national plans, and development frameworks, and preparing briefs and inputs for policy dialogue, technical assistancecoordination, and development frameworks. 1
Coordinating with operations on the provision of training and supporting project personnel and staff on national execution and program policies and procedures. 1
Performing any other tasks assigned by the Supervisor and Country Representative.
Required Qualifications: The position requires an advanced degree in social sciences, international relations, law" style="border-bottom: 1px dotted #007bff !important;">international law, human rights, public health, statistics, population, or a related field. Candidates should have at least 3 years of relevant experience in the fields of development, population and demography, reproductive health, and GBV, preferably within the UN system or an international non-governmental organization (INGO). A strong understanding of the Humanitarian-Development-Peace nexus and resilience building, as well as development contexts and government systems, will be advantageous. Past experience in areas related to adolescents and youth is desirable. Candidates should demonstrate experience in program/project planning, design, monitoring, and evaluation, along with good analytical, communication, and writing skills, including experience in drafting reports and technical guidelines. Proficiency in computer skills, including MS Word, Excel, PowerPoint, and database software, is essential. Knowledge and experience working with the UN system would be an advantage.
Educational Background: Candidates must possess an advanced degree in relevant fields such as social sciences, international relations, international law, human rights, public health, statistics, population, or a related discipline. This educational background is crucial for understanding the complexities of the issues addressed by UNFPA and for effectively contributing to the organization's mission.
Experience: Candidates should have a minimum of 3 years of relevant experience in development, population and demography, reproductive health, and GBV, ideally within the UN system or an INGO. Experience in program/project planning, design, monitoring, and evaluation is essential, as well as familiarity with the Humanitarian-Development-Peace nexus and resilience building. Past experience working with adolescents and youth will be considered a significant advantage.
Languages: Fluency in both written and spoken English and Arabic is mandatory for this position. Proficiency in these languages is essential for effective communication, collaboration, and reporting within the diverse context of UNFPA's work in Gaza.
