Job Overview:

Duties and Responsibilities:
The Arms Expert will have a wide range of responsibilities, including: monitoring sanctions measures and investigating alleged violations; gathering and analyzing information on arms transfers to non-State actors in Haiti; contributing to reports on sanctions compliance; preparing recommendations for improved implementation of sanctions; compiling information for potential designations of individuals and entities involved in violations; cooperating with various UN offices and regional organizations; providing analysis of political developments relevant to the Panel's mandate; monitoring media for relevant issues; preparing briefings and presentations; identifying capacity-building opportunities for States; ensuring high standards of evidence in reports; and adhering to UN rules and regulations.

Required Qualifications:
Candidates must possess an advanced university degree in military science, political science, international relations, law, finance, journalism, or a related field. Alternatively, a first-level university degree combined with two additional years of qualifying experience may be accepted. A minimum of ten years of progressively responsible experience in relevant areas is required, including at least three years of field experience. Strong field research and investigative skills, as well as experience in writing high-quality reports, are essential. Proven interpersonal skills in complex political environments are also necessary, along with a demonstrated understanding of sanctions regimes.

Educational Background:
The educational background required for this position includes an advanced university degree (Master's degree or equivalent) in a relevant field such as military science, political science, international relations, law, finance, or journalism. A first-level university degree may be accepted if accompanied by additional qualifying experience. This educational foundation is crucial for understanding the complexities of sanctions and arms control in a global context.

Experience:
The position requires a minimum of ten years of progressively responsible experience in areas related to arms control, sanctions, or international relations. Candidates should have significant field experience in post-conflict or transitional situations, particularly in Haiti or similar contexts. Strong investigative experience and the ability to produce high-quality analytical reports are essential. Familiarity with the UN's operational methods and regulations is highly desirable, as is experience working in politically sensitive environments.

Languages:
Fluency in English and French is mandatory for this position, as the expert will be required to communicate effectively with various stakeholders in both languages. Knowledge of Creole is considered an advantage, given the context of the work in Haiti. The expected duration of the position is initially 12 months, with the possibility of renewal depending on the mandate and budgetary approval.
