Job Overview:
The In Country Facilitator will play a crucial role in the implementation of Uzbekistan's Nationally Determined Contributions (NDCs) and climate action initiatives. This position involves working closely with a diverse range of stakeholders, including government officials, international partners, and local organizations, to mobilize resources and track progress towards climate goals. The facilitator will support the National Committee on Ecology and Climate Change, enhancing national coordination for resource mobilization and monitoring the NDC implementation. The role requires collaboration with various ministerial offices and the Green Economy Coordinator at the Ministry of Economy and Finance, ensuring a cohesive approach to NDC implementation. This is a home-based position, meaning the incumbent will work from government facilities rather than a UNOPS office, utilizing their own equipment. The position is open to nationals of Uzbekistan or those with a valid residence permit in the country, and female candidates are strongly encouraged to apply.

Duties and Responsibilities:
  • Coordination and Communication: Ensure effective communication with national, international, and local stakeholders regarding NDC Partnership engagement. Facilitate coordination among partners to leverage their strengths in support of the NDC Implementation Plan. Organize meetings and document outcomes to ensure alignment and progress.
  • Resource Mobilization: Assess government needs for NDC implementation and provide advisory support for resource mobilization. Assist in preparing Requests For Support (RFS) and project concept notes.
  • Monitoring and Reporting: Track ongoing support for climate action and maintain a mapping table of international partners' contributions. Prepare quarterly reports detailing progress, challenges, and recommendations.
  • Capacity Building: Identify capacity gaps within the National Committee on Ecology and Climate Change (NCECC) and develop training programs on NDC planning and resource mobilization.
  • Technical Support: Provide advisory support for the development of NAP and NDC Implementation Plans, facilitating stakeholder consultations and developing policy advice for effective implementation.

Required Qualifications:
Candidates must possess a Master's degree or equivalent in public policy, development, climate change, natural resource management, environmental management, or a related field. Alternatively, a Bachelor's degree with an additional 2 years of relevant work experience (totaling 7 years) may be accepted. A minimum of 5 years of experience in the public or private sector focusing on climate change, project management, and stakeholder engagement is required. Familiarity with UNFCCC processes and experience in governance related to climate change is desirable. Candidates should demonstrate the ability to foster networks and collaborate with various stakeholders.

Educational Background:
The educational requirements for this position include a Master's degree in a relevant field such as public policy, climate change, or environmental management. A Bachelor's degree may be accepted if accompanied by additional relevant work experience. This educational background is essential for understanding the complexities of climate policy and project management.

Experience:
The position requires at least 5 years of relevant experience in public or private sectors, particularly in areas related to climate change, project management, and stakeholder engagement. Experience with multilateral governance processes and familiarity with national climate change strategies are also important. Candidates should have a proven track record of working with diverse stakeholders and managing complex projects.

Languages:
Fluency in English and Uzbek is required for this position, while basic proficiency in Russian is desirable. Strong communication skills in these languages are essential for effective stakeholder engagement and reporting.

Additional Notes:
This is a mid-level retainer position with a contract duration of 12 months, allowing for a maximum of 220 working days. There is a possibility of extension based on performance and funding availability. The role is home-based, requiring the incumbent to work from government facilities and utilize their own equipment.
