Job Overview:
The ET Consultant - Mining Specialist position at the World Bank involves contributing to the design and implementation of operations and knowledge activities in the metals and minerals sector, primarily focusing on Uzbekistan and potentially extending to the Central Asia region. The role requires the selected candidate to engage with government counterparts, support the development of national mining strategies, and facilitate coordination between various stakeholders. The position is crucial for ensuring that mining activities contribute to sustainable economic development while addressing environmental and social challenges. The consultant will work closely with the Metals and Minerals Policy and Regulation Team to provide technical advice, support project implementation, and engage in policy dialogue to enhance governance and transparency in the mining sector.

Duties and Responsibilities:
The selected candidate will be responsible for a variety of tasks, including:

• Day-to-Day Liaison with Government Counterparts: Acting as the primary contact for key government officials in Uzbekistan, ensuring effective communication and follow-up on actions.
• Supporting the finalization and implementation of the Metals and Minerals Country Compact, facilitating coordination between government and WBG teams.
• Assisting in the development of national mining strategies and policies that align with the country's critical minerals agenda.
• Monitoring project implementation progress and reporting on outcomes, including identifying challenges and proposing solutions.
• Engaging with stakeholders, including government, development partners, and private sector actors, to support policy dialogue and reform processes.
• Conducting analytical work to inform strategic planning along the critical minerals value chain.
• Collaborating with global and regional teams to develop mining sector strategies and support knowledge exchange activities.

Required Qualifications:
Candidates must possess a minimum of a master’s degree in a mining-related discipline (such as Geology, Mining or Metallurgical Engineering, or Mineral Economics) or in finance, international policy, or project management relevant to the mining sector. Additionally, at least 5 years of relevant experience in the mining sector is required, along with a demonstrated understanding of industry issues, project management, and data analysis. Strong communication skills, both written and verbal, are essential, as is the ability to work independently and proactively address problems. Attention to detail and analytical skills are crucial, as is the ability to work effectively in multicultural environments.

Educational Background:
The position requires a minimum of a master’s degree or higher in a relevant field. Acceptable disciplines include mining-related fields such as Geology, Mining or Metallurgical Engineering, Mineral Economics, or other relevant areas such as finance, international policy, or project management. This educational background is essential for understanding the complexities of the mining sector and for providing informed technical advice.

Experience:
Candidates should have at least 5 years of relevant experience in the mining sector. This experience should include a strong understanding of mining industry issues, project management, and data analysis. The ability to navigate complex challenges and provide solutions is critical for success in this role.

Languages:
Fluency in English and Russian is required for this position, with knowledge of Uzbek considered a plus. Proficiency in these languages is essential for effective communication with government counterparts and stakeholders in the region. Additional language skills may enhance the candidate's ability to engage with diverse partners and contribute to the role's objectives.

This position is a local recruitment opportunity with a term duration of 1 year. It is financed by a Trust Fund, and renewal is contingent upon the availability of funding as well as business needs and staff performance.
