Job Overview: The position of Division Chief for the Budget and Corporate Procurement Division is a strategic leadership role within the IDB Group. The successful candidate will be responsible for overseeing the institution-wide budget and corporate procurement functions, ensuring that these align with the IDB Strategy+, Business Plan, and Impact Framework. The role requires a results-oriented leader who can promote innovation and operational efficiency while adhering to Board-approved policies and maintaining long-term financial sustainability. The Division Chief will lead a multidisciplinary team and engage closely with Senior Management, the Board of Executive Directors, client departments, and Country Offices to achieve the strategic and operational priorities of the organization. This position demands a comprehensive understanding of budget formulation, execution, and governance, as well as the ability to drive continuous improvement in practices and processes.
Duties and Responsibilities: The Division Chief will have several key accountabilities, including setting strategy and delivering results across budget formulation, execution, oversight, results-based budgeting, corporate procurement, governance, and analytics. Responsibilities include leading the Administrative and Capital Budgets from preparation through execution, overseeing annual and multi-year budget proposals, and ensuring compliance and transparency in resource allocation. The role also involves managing the Results-Based Budgeting Framework and advising Senior Management on strategic allocation and budget frameworks. Additionally, the Division Chief will oversee procurement policy and governance frameworks, ensuring compliance with procurement policies and managing the Bank's global insurable risk program. The position requires leading and developing a team of over 40 professionals, fostering a culture of innovation and collaboration, and building partnerships with various stakeholders within the organization.
Required Qualifications: Candidates must possess a Master’s degree or an equivalent advanced degree in finance, accounting, economics, business administration, public administration, or a related field. They should have demonstrated progressively responsible experience in budget planning and monitoring, procurement, financial management, accounting, or public financial administration, preferably within large, complex, or multilateral organizations. The ideal candidate will have experience leading organizational change and engaging at the Board and senior executive levels, along with a proven track record of building high-performing teams and delivering results in matrix environments.
Educational Background: A Master’s degree or equivalent advanced degree in a relevant field such as finance, accounting, economics, business administration, or public administration is required for this position. This educational background is essential for understanding the complexities of budget management and corporate procurement within a multilateral organization.
Experience: The position requires significant experience in budget planning and monitoring, procurement, financial management, and public financial administration. Candidates should have a history of progressively responsible roles, demonstrating their ability to lead organizational change and improve business practices. Experience engaging with senior executives and the Board is crucial, as is a proven ability to build and develop high-performing teams in a complex, matrixed environment.
Languages: Excellent written and oral communication skills in English are mandatory for this role. Additionally, knowledge of Spanish and either Portuguese or French is desirable, as it will enhance communication and collaboration within the diverse environment of the IDB Group.
Additional Notes: The position is offered as an international staff contract, initially for a duration of 36 months, with the possibility of renewal upon mutual agreement.
