Job Overview:
The IT QA Practice Consultant position is designed for an experienced, strategic, and collaborative individual who will be responsible for establishing and operationalizing the enterprise QA governance practice. This role involves implementing quality standards, governance frameworks, reusable methodologies, and oversight mechanisms that support successful SaaS implementations and technology-enabled business initiatives. The consultant will work within the Information Technology and Analytics (ITA) Department, which is tasked with leading IDB Invest's technology modernization agenda. This includes delivering enterprise technology solutions, strengthening digital capabilities, and supporting the organization's strategic business objectives. The consultant will play a crucial role in ensuring that quality assurance practices are integrated into the organization's technology initiatives, thereby enhancing overall project outcomes and stakeholder satisfaction.

Duties and Responsibilities:
The duties and responsibilities of the IT QA Practice Consultant include leading the design, mobilization, operationalization, and continuous improvement of the centralized QA governance practice. The consultant will assess QA maturity across SaaS initiatives, evaluate the existing QA Framework and operational manual, identify execution gaps, and recommend actionable improvements. They will define the QA operating model, including roles, decision rights, governance forums, escalation paths, and engagement with project teams, vendors, system integrators, consultants, and business stakeholders. Additionally, the consultant will develop and maintain enterprise QA standards, methods, templates, checklists, and reusable assets covering various testing aspects such as functional, non-functional, performance, security" style="border-bottom: 1px dotted #007bff !important;">security, compliance, data, integration/API, UAT, monitoring, and automated testing. Establishing a portfolio-level QA roadmap aligned with the IT Roadmap, defining and enforcing quality gates for various testing phases, and establishing defect management and reporting standards are also key responsibilities. The consultant will coach project QA Engineers and consultants, promote the adoption of centralized practices, and build shared accountability among IT, business stakeholders, and delivery partners. Furthermore, they will define QA metrics, KPIs, dashboards, and leadership reporting to provide accurate visibility into quality, risks, and release readiness, and provide independent go-live quality assessments and recommendations for continuous improvement.

Required Qualifications:
The position requires a Bachelor’s degree or equivalent in Computer Science, Information Technology, Engineering, or a related technical field. Candidates should have at least 2 years of relevant experience in quality assurance, software testing, quality engineering, or technology delivery. This includes experience in implementing QA frameworks and governance models, coordinating testing activities across cross-functional teams and external vendors, executing various types of testing (functional, regression, performance, API, data migration, and security-related testing), supporting UAT and test automation, and developing QA metrics and dashboards for project governance and leadership reporting. Professional certifications in software testing, QA, agile delivery, project management, risk, audit, or related disciplines are desirable, with relevant certifications including ISTQB, PMP, PMI-ACP, SAFe, CISA, CRISC, ITIL, or equivalent being advantageous.

Educational Background:
Candidates must possess a Bachelor’s degree or equivalent in a relevant field such as Computer Science, Information Technology, Engineering, or a related technical discipline. This educational background is essential to ensure that the candidate has the foundational knowledge and skills necessary to perform the duties associated with the IT QA Practice Consultant role effectively.

Experience:
The ideal candidate should have a minimum of 2 years of relevant experience in quality assurance, software testing, quality engineering, or technology delivery. This experience should encompass a range of activities, including the implementation of QA frameworks and governance models, coordination of testing activities across diverse teams and external vendors, and execution of various testing methodologies. The candidate should also have experience in supporting user acceptance testing (UAT) and test automation, as well as developing QA metrics and dashboards for effective project governance and reporting to leadership.

Languages:
Proficiency in English is mandatory, along with proficiency in one of the other official languages of the Bank, which include Spanish, French, or Portuguese. This bilingual requirement is essential for effective communication within the organization and with stakeholders across different regions.

Additional Notes:
The position is classified as an international consultant role, which is full-time and has a contract duration of 12 months, with the possibility of extension up to 48 months if applicable.
