Job Overview: The Financial Compliance Associate will play a crucial role in supporting the financial compliance processes within IOM's Washington DC office. This position involves working closely with the Head of Financial Liaison and Compliance Unit and the National Financial Compliance Officer to ensure that financial reports related to US donor-funded projects are accurate and compliant with both donor requirements and IOM policies. The incumbent will assist in the preparation and review of financial reports, conduct spot checks on financial transactions, and provide guidance to field missions on financial reporting. This role is essential for maintaining the integrity of financial management practices and ensuring that IOM meets its obligations to donors and stakeholders. The Financial Compliance Associate will also be involved in monitoring financial aspects of projects, assisting in budget reviews, and supporting project managers with financial and administrative procedures throughout the project lifecycle.
Duties and Responsibilities: The duties and responsibilities of the Financial Compliance Associate include:
Supporting the periodic review of federal and other financial reports for US donor-funded projects in coordination with the National Financial Compliance Officer.
Verifying the accuracy of financial reports prior to certification and submission.
Guiding IOM field missions on the preparation of SF-425 federal form financial reports.
Conducting spot checks on financial transactions under high-risk projects to identify noncompliance with donor terms and IOM policies.
Formulating practical recommendations to reduce the risk of donor-disallowed costs.
Reviewing budgets submitted by global IOM field offices for project proposals to US donor agencies and providing inputs related to compliance requirements.
Assisting in the review of funding requirement analyses and financial pipeline reports.
Monitoring financial aspects of US-funded projects and supporting coordination efforts with relevant units.
Providing administrative guidance to Project Managers and Resource Management Officers on financial procedures. 1
Compiling analytical financial data for internal and external use. 1
Supporting the financial monitoring of US-funded projects and assisting in budget reviews. 1
Maintaining an organized filing system for project-related documents and donor financial reports. 1
Contributing to the development and revision of internal manuals and guidelines related to financial management. 1
Performing other financial, accounting, and administrative duties as assigned.
Required Qualifications: The position requires a Bachelor’s degree in Business Administration, Accounting, Finance, or a related field from an accredited academic institution, along with three years of relevant professional experience. Alternatively, candidates with a High School diploma and five years of relevant experience will also be considered. The ideal candidate should possess strong analytical skills, attention to detail, and the ability to work methodically. Proficiency in Microsoft Office applications is essential, and experience with Oracle or other ERP systems is a distinct advantage. Candidates should demonstrate discretion, client orientation, and a willingness to learn new skills.
Educational Background: Candidates must have a Bachelor’s degree in Business Administration, Accounting, Finance, or a related field from an accredited institution. Those with a High School diploma may qualify if they have five years of relevant experience. The educational background should provide a solid foundation in financial principles and practices, enabling the candidate to effectively manage financial compliance tasks and responsibilities.
Experience: Candidates should have prior work experience with international humanitarian organizations, non-governmental organizations, or government institutions in a multicultural setting. Experience in financial compliance and reporting, particularly in relation to donor-funded projects, is highly desirable. Familiarity with Oracle or other ERP systems will be considered a distinct advantage, as it demonstrates the candidate's capability to navigate complex financial systems and processes.
Languages: Fluency in English, both oral and written, is mandatory for this position. Candidates with working knowledge of other languages will be considered desirable, as this can enhance communication and collaboration within the diverse international environment of IOM.

The selection process may be used to fill similar positions in various duty stations, and recommended candidates will remain eligible for appointment in similar roles for a period of 24 months. National Professional Officers must be nationals of the country of their employment. The appointment is subject to medical fitness certification, residency verification, and necessary government authorizations.
