Job Overview: The GBV Prevention and Response Programme Specialist Consultant will play a crucial role in developing a comprehensive framework for addressing Gender-Based Violence (GBV) within UNRWA's operational context. This position involves creating a structured approach to GBV prevention and response, ensuring that all programs are aligned with international standards and best practices. The consultant will be responsible for conducting thorough assessments of existing GBV-related capacities and systems, facilitating stakeholder consultations, and drafting key documents that will guide UNRWA's GBV strategies. The consultant will work remotely, engaging in virtual consultations and meetings to collaborate with various stakeholders, ensuring that the framework is contextually relevant and effectively addresses the needs of Palestine refugees.
Duties and Responsibilities: The consultant will undertake several key tasks throughout the consultancy period. The first deliverable involves conducting a desk review of UNRWA's existing policies and strategies related to GBV, followed by the development of an inception report that outlines the methodology and workplan. The second deliverable focuses on mapping existing GBV-related capacities and assessing institutional strengths and gaps. The consultant will also facilitate stakeholder consultations to identify roles and responsibilities and document good practices. The subsequent deliverables include drafting the UNRWA Agency Framework for Multi-sectoral Prevention and Response to GBV, developing the GBV Programme Model, and facilitating validation discussions to finalize these documents. Each deliverable will contribute to a comprehensive understanding of GBV within UNRWA and provide actionable recommendations for implementation.
Required Qualifications: Candidates must possess an advanced university degree in Gender Studies, Social Sciences, Human Rights, Protection, International Development, Public Policy, or a related field. Additionally, a minimum of seven years of professional experience in GBV prevention and response, protection programming, and institutional capacity strengthening is required. Candidates should have at least two continuous years of relevant international experience outside of UNRWA and their country of citizenship unless they are already serving as an international staff member in the UN Common System. Demonstrated experience in developing GBV strategies and frameworks for UN agencies or NGOs is essential, along with strong knowledge of international standards related to GBV and gender equality.
Educational Background: An advanced university degree is required, specifically in fields such as Gender Studies, Social Sciences, Human Rights, Protection, International Development, Public Policy, or related disciplines. This educational background is crucial for understanding the complexities of GBV and the necessary frameworks for effective prevention and response.
Experience: Candidates should have a minimum of seven years of professional experience specifically in GBV prevention and response, protection programming, and institutional capacity strengthening. This experience should include at least two continuous years of relevant international experience outside of UNRWA and the candidate's country of citizenship, unless they are already part of the UN Common System. Proven experience in facilitating multi-stakeholder consultations and conducting institutional assessments is also required.
Languages: A strong command of English is mandatory for this position, as the consultant will be required to produce high-quality written reports and engage in discussions with stakeholders. Knowledge of Arabic is considered an asset, as it may facilitate communication with local partners and stakeholders in the region.

The consultant will be compensated with a lump sum of $16,754.63, which will be paid in three installments upon satisfactory submission of deliverables. This position is home-based, with virtual consultations and meetings, allowing for flexibility in work arrangements.
