Job Overview:
The Programme Policy Officer (Partnerships) position is crucial for enhancing the World Food Programme's (WFP) efforts in the Pacific region, particularly in disaster preparedness and response. This role requires a strong understanding of UN and WFP processes related to country strategic planning and the program life cycle. The officer will support the coordination of various functions to ensure coherent and high-quality design" style="border-bottom: 1px dotted #007bff !important;">program design, delivery, monitoring, and learning. The position involves working closely with the Head of Programme and the Emergency Preparedness and Response Coordinator, as well as collaborating with teams across the Pacific Island Countries and Territories (PICTs). The officer will be responsible for identifying opportunities and building relationships with strategic and operational partners, ensuring that WFP's initiatives are effectively integrated into national systems and contribute to sustainable development goals.

Duties and Responsibilities:

• Contribute to the development of projects, plans, and processes, supporting project management to define milestones and track progress across PICTs and functions. Ensure effective collaboration with internal and external counterparts, monitoring ongoing projects and identifying potential risks to project delivery.
• Support the design, implementation, and analysis of data related to programs and projects, assisting functional management in identifying quality improvement enhancements. Integrate emerging evaluation findings into programming.
• Coordinate strategic planning processes at the MCO level, contributing to UN and WFP country strategic planning and revision processes. Support the development of program strategies and narratives.
• Engage with partnerships, reporting, and communications teams to ensure quality and timely reporting on programs and activities, facilitating informed decision-making.
• Research and analyze information to support scenario planning for El Nino, translating findings into evidence-based planning for governments and partners.
• Act as the technical lead on operational partnerships, ensuring normative frameworks are aligned with WFP standards and supporting the development of strategic partnerships to enhance food security and disaster management in the Pacific.
• Perform other duties as required.

Required Qualifications:
Candidates must possess an advanced university degree in International Affairs, Economics, Nutrition/Health, Agriculture, Environmental Science, Social Sciences, or a related field. Alternatively, a first university degree with additional years of relevant work experience and/or training may be accepted. Candidates should have a strong understanding of WFP’s mandate and strategic objectives, particularly in the Asia and Pacific regions, and demonstrate experience in supporting complex program design, reporting, and evidence generation.

Educational Background:
An advanced university degree in a relevant field such as International Affairs, Economics, Nutrition/Health, Agriculture, Environmental Science, or Social Sciences is required. A first university degree combined with additional relevant work experience may also be acceptable. Continuous professional development through training and courses is encouraged.

Experience:
A minimum of five years of professional experience in program design, reporting, and evidence generation is required. Candidates should have a proven track record of working with WFP or similar organizations, particularly in the Asia and Pacific regions. Direct experience with UN and WFP strategic planning processes is preferred, along with familiarity with WFP’s localization commitment and approach.

Languages:
Fluency in oral and written English is mandatory. Knowledge of additional languages relevant to the Pacific region may be considered an asset, enhancing communication and collaboration with diverse stakeholders.

The position is a consultancy role for a duration of 11 months, based in Suva, Fiji.
