Job Overview:
The Security Project Officer position is a seconded role that corresponds to a P3-level position within the UN common system. The incumbent will be responsible for overseeing all project activities related to security management, acting as a liaison for project matters, coordinating training, and guiding the development of the ExB project. The role requires close collaboration with other OSCE executive structures and participating States to ensure effective implementation of security measures and project activities. The Security Project Officer will also conduct assessments, provide operational support, and ensure alignment with established security procedures, contributing to the development and review of security instructions and Standard Operating Procedures (SOPs). This position plays a crucial role in enhancing the safety and security of OSCE officials and personnel while facilitating the delivery of OSCE's programmatic activities.

Duties and Responsibilities:
  • Lead the OSCE-wide implementation and administration of the Safe Travel System (STS) project, ensuring alignment with the Organization’s security risk management framework and emergency preparedness objectives.
  • Oversee the development of security project proposals, strategic plans, procurement frameworks, and budgetary forecasts; ensure effective financial planning and monitor project expenditures, providing progress reports to donors and engaging in fundraising activities.
  • Coordinate the preparation and periodic update of Standard Operating Procedures (SOPs), security advisories, internal policies, and interoffice communications relating to security projects, serving as the focal point for liaison with internal stakeholders.
  • Exchange information and negotiate on project formulation and implementation with government officials and representatives of multilateral and bilateral donor agencies.
  • Provide technical oversight and continuous monitoring of the system’s performance, ensuring operational integrity and continuous improvement across all user environments.
  • Manage high-level project communications and represent the Security Management Unit in project-related briefings and consultations.
  • Monitor and expedite project implementation through discussions, correspondence, field visits, and analysis of periodic project progress reports.
  • Design and lead the development and delivery of STS training curricula for administrators and end-users across the OSCE, including planning and coordination of workshops and stakeholder engagement events.
  • Perform other duties as assigned.

Required Qualifications:
Candidates must possess a first-level university degree in security studies, risk management, social/political science, military science, public administration, law enforcement, or a related field, or equivalent professional qualifications from certified institutions. A minimum of seven years of professional experience in project management, security, or risk management is required, with five years of experience acceptable if the candidate holds a second-level university degree. Candidates should have experience in developing, implementing, monitoring, and evaluating multi-stakeholder projects, as well as knowledge of security management systems and procedures. Strong drafting and reporting skills, especially in project management, are essential, along with experience working in a multilateral/multicultural environment. Professional fluency in English is mandatory, and knowledge of at least one other language from the OSCE region is an asset. Candidates should demonstrate gender awareness and sensitivity, the ability to work in diverse teams, and proficiency in Microsoft Office.

Educational Background:
The position requires a first-level university degree in relevant fields such as security studies, risk management, social/political science, military science, public administration, law enforcement, or related areas. Equivalent professional qualifications from certified award-granting bodies and military or police educational institutions are also acceptable. A second-level university degree may reduce the required professional experience by two years, allowing candidates with advanced degrees to qualify with a minimum of five years of relevant experience.

Experience:
Candidates must have a minimum of seven years of professional experience in project management, security, risk management, or related fields. This experience should include supporting the development, implementation, monitoring, and evaluation of multi-stakeholder projects and programmatic activities. Experience in a multilateral or multicultural environment is highly valued, as is familiarity with security management systems and methodologies.

Languages:
Professional fluency in English is mandatory, with excellent oral and written communication skills. A working knowledge of at least one other language from the OSCE region is considered an asset, enhancing the candidate's ability to engage with diverse stakeholders and facilitate communication across different cultural contexts.

This position is a fixed-term seconded role with a full-time schedule.
