Job Overview:
The consultant position under the guidance of the Head of the Nuclear and Treaty Law Section involves providing specialized legal expertise in international and national nuclear law. The consultant will engage with various legal frameworks that govern the safe, secure, and peaceful use of nuclear technology. This role includes participation in IAEA missions and activities, reviewing legislation, and contributing to training and awareness-raising initiatives. The consultant is expected to deliver lectures, case studies, and practical exercises aimed at enhancing legal knowledge and skills among stakeholders. The position is designed for qualified consultants who are available for short-term and/or temporary assignments, allowing for flexibility in engagement with the IAEA's legal initiatives.

Duties and Responsibilities:
The consultant will be responsible for advising on international legal instruments related to nuclear safety, security, and civil liability for nuclear damage. They will also provide legal guidance on the drafting and reviewing of legislation concerning nuclear law, including regulatory control of nuclear facilities, radiation protection, emergency preparedness, and nuclear liability. Additionally, the consultant will advise on commercial and contractual arrangements for nuclear projects, ensuring compliance with environmental protection laws, occupational health and safety standards, and local governance regulations. The consultant may also be involved in advising on financial legislation related to nuclear projects, including taxation and investment incentives. The role requires a comprehensive understanding of IAEA publications and safety standards, as well as the ability to communicate effectively with a range of stakeholders.

Required Qualifications:
Candidates must be a member of a national bar or hold an equivalent legal qualification. They should possess proven abilities in preparing legal drafts and advising various stakeholders, particularly governmental bodies. A minimum of ten years of relevant experience is required, with several years at the international level or advising on nuclear-related matters. The consultant should demonstrate expertise in nuclear law and its applications, as well as the ability to navigate complex legal frameworks.

Educational Background:
A law degree from a recognized institution is essential, with a focus on international law, nuclear law, or related fields. Additional qualifications or certifications in nuclear safety, security, or environmental law may be advantageous.

Experience:
The position requires a minimum of ten years of relevant legal experience, with a significant portion of that experience at the international level. Candidates should have a track record of advising governmental officials on nuclear-related legal matters and should be familiar with the legislative processes in the context of nuclear technology.

Languages:
Excellent command of written and spoken English is mandatory for this position. Knowledge of another UN official language, such as Arabic, Chinese, French, Spanish, or Russian, is considered an asset and may enhance a candidate's profile.

Additional Notes:
The remuneration for consultant assignments varies based on the specific assignment and the consultant's qualifications, ranging from €300 to €480 per day. If travel is required, a daily subsistence allowance and travel costs will be covered. Health coverage and pension fund responsibilities lie with the consultant. The IAEA encourages applications from qualified women and candidates from developing countries. The consultant roster created through this application process will be valid for two years, but registration does not guarantee employment.
