International Consultant - Audit Experts Roster Call

Job Overview:
The OSCE is seeking qualified auditors to join its roster of audit experts for the Office of Internal Oversight (OIO). This position involves leading and conducting internal audits, reviews, and advisory assignments to ensure compliance with governance, risk management, and internal control processes. The selected consultants will be responsible for planning and scoping audits, assessing the effectiveness of governance and risk management, collecting and analyzing evidence, and providing recommendations based on their findings. The role requires strong communication skills to engage with stakeholders and produce clear, concise reports in English. The consultants will be expected to work under pressure and meet deadlines while maintaining independence and objectivity in their assessments.

Duties and Responsibilities:
The consultant will perform a variety of functions including: conducting preliminary research and risk assessments; leading audits and reviews; assessing governance and risk management processes; collecting and analyzing relevant information; identifying control gaps and formulating recommendations; engaging with stakeholders throughout the audit process; preparing written reports and presentations; and following up on the implementation of recommendations. The consultant will also be responsible for maintaining clear and organized working papers and ensuring that all deliverables meet the required standards and timelines.

Required Qualifications:
Candidates must have at least seven years of relevant professional experience in internal or external audit, accounting, or closely related fields. A professional qualification from a recognized body such as CIA, CISA, CFE, CPA, or ACCA is mandatory. Additionally, candidates should possess a second-level university degree in management, economics, finance, accounting, or a related field. Professional fluency in English is required, and fluency in Russian is considered an asset. Candidates should demonstrate the ability to work effectively in diverse teams and possess strong analytical and communication skills.

Educational Background:
A second-level university degree in management, economics, finance, accounting, business administration, public administration, information technology, data science, law, or another relevant field is required. A first-level university degree may be accepted if combined with two additional years of qualifying experience. Candidates should have a strong academic background that supports their professional qualifications in audit and oversight functions.

Experience:
Candidates should have a minimum of seven years of relevant experience in internal audit, external audit, accounting, or assurance roles. Experience in oversight functions within the UN or other international organizations is desirable. Familiarity with auditing information systems, cybersecurity, and data governance is also beneficial. Candidates should have a proven track record of conducting audits and assessments in complex environments.

Languages:
Professional fluency in English is mandatory, with excellent oral and written communication skills. Fluency in Russian is considered an asset, enhancing the candidate's ability to engage with a broader range of stakeholders and contribute to the organization's diverse environment.

Additional Notes:
This position is offered under a Special Service Agreement (SSA) or as a consultant role, with multiple posts available.
