Job Overview:
The Climate Affairs Adviser position is a critical role within the OSCE's Office of the Co-ordinator of Economic and Environmental Activities (OCEEA). The primary function of this position is to advise on the development, planning, and execution of programmatic activities that integrate climate change considerations into security frameworks. The adviser will work closely with OSCE field operations, executive structures, and participating States to ensure that climate change and security are mainstreamed into relevant policies and initiatives. The role requires a proactive approach to monitoring and analyzing policy developments related to climate change and security, as well as establishing and maintaining relationships with key stakeholders to maximize synergies in this area. The adviser will also contribute to the implementation of various activities, including organizing workshops and capacity-building events, and conducting research to support the OCEEA's objectives.

Duties and Responsibilities:
The Climate Affairs Adviser will be responsible for a range of duties, including:

• Providing strategic advice and inputs to OCEEA Senior Management on policy processes and negotiation platforms, including drafting communication materials and responding to queries from OSCE Field Operations and participating States.
• Monitoring and analyzing policy developments and trends related to climate change and security, identifying emerging issues that may impact international stability.
• Establishing and maintaining working relationships with stakeholders, including representatives from beneficiary countries, OSCE Delegations, and civil society organizations, to foster collaboration on climate security initiatives.
• Contributing to the development, implementation, monitoring, and evaluation of project activities, ensuring alignment with national and regional priorities.
• Organizing meetings, workshops, and advocacy activities focused on the interlinkages between climate change and security, including conducting research and drafting background papers.
• Contributing to assessments of potential security risks stemming from climate change and their implications for the OCEEA's work.

Required Qualifications:
Candidates must possess a first-level university degree in political science, economics, climate, environment, international relations, conflict studies, social sciences, or related fields. Additionally, a minimum of seven years of progressively responsible professional experience in climate security, climate change, conflict prevention, or peacebuilding is required. Candidates with a relevant second-level university degree may qualify with five years of experience. Demonstrated experience in managing donor-funded projects is essential, and recognized project management certification is considered an asset. Candidates should also have proven knowledge of international relations in the context of climate change and experience working with or for the OSCE is advantageous. Excellent oral and written communication skills in English are mandatory, along with a demonstrated ability to integrate gender perspectives into tasks and activities.

Educational Background:
The position requires a first-level university degree, which is equivalent to a Bachelor's degree, in a relevant field such as political science, economics, climate studies, environmental science, international relations, or social sciences. This educational background is essential to understand the complexities of climate change and its implications for security and international relations.

Experience:
The ideal candidate should have at least seven years of relevant professional experience in areas related to climate security, climate change, conflict prevention, or peacebuilding. Candidates with a second-level university degree may qualify with five years of experience. This experience should ideally be in an international environment, demonstrating the ability to navigate complex political landscapes and engage with diverse stakeholders effectively.

Languages:
Fluency in English is mandatory, with excellent oral and written communication skills required for effective engagement with various stakeholders. Knowledge of additional languages, particularly those spoken in the OSCE region, would be considered an asset, enhancing the candidate's ability to communicate and collaborate with a broader range of partners.

Additional Notes:
This position is open for secondment only, meaning that candidates must be nominated by their respective participating States. All costs related to the assignment must be borne by the nominating authorities. The OSCE does not provide a Board and Lodging Allowance for seconded staff members. The contract type is international secondment, and the position is full-time with a fixed-term schedule.
