Job Overview:
The E T Consultant position at the World Bank Group is designed for an experienced professional who will contribute to the Capital Markets Development (CMD) unit within the Financial Services Sector (FSS1) department. This role focuses on promoting sound and inclusive financial systems that are essential for economic growth and poverty reduction. The consultant will engage in high-quality analytical and advisory services related to capital markets development and sustainable finance, particularly in the context of the joint WB-IFC capital markets program (J-CAP). The position requires a blend of technical expertise and practical delivery skills, as the consultant will work closely with various stakeholders, including World Bank Group task teams, government counterparts, and development partners. The consultant will be responsible for supporting the preparation and implementation of operations, analytical work, and policy reforms, with a specific emphasis on sustainable finance initiatives.

Duties and Responsibilities:
The duties and responsibilities of the E T Consultant include delivering high-quality analytical and advisory services on capital markets development and sustainable finance, particularly related to J-CAP or other country-level engagements. The consultant will provide policy and operational advice to facilitate private capital mobilization through capital markets development. Responsibilities also encompass supporting the preparation and implementation of lending operations and trust-funded activities, contributing to missions, aide-memoires, Implementation Status Reports (ISRs), and results monitoring as needed. The consultant will manage and ensure the quality of consultants, coordinate with the International Finance Corporation (IFC) and other World Bank Group institutions, and contribute to Country Partnership Frameworks (CPFs), Systematic Country Diagnostics (SCDs), and other knowledge products focused on capital markets development and sustainable finance. Additionally, the consultant will support dissemination and learning activities.

Required Qualifications:
Candidates for the E T Consultant position must possess a Master’s degree or higher in economics, finance, or a related field. They should have typically 7–10 years of relevant professional experience, demonstrating expertise in capital market development and sustainable finance. This includes experience in debt or equity market development, structuring sustainable finance instruments such as Sustainability-Linked Bonds (SLBs) or other labeled bonds, and working with financial institutions or development banks. Familiarity with policy reforms, analytics, advisory services, and lending operations is essential, with experience in JCAP or similar programs considered an advantage. Preference will be given to candidates with experience working with International Financial Institutions (IFIs) or donors.

Educational Background:
The educational background required for the E T Consultant position includes a Master’s degree or higher in economics, finance, or a related field. This advanced education is crucial for understanding the complexities of capital markets and sustainable finance, as well as for providing high-level advisory services and policy recommendations.

Experience:
The position requires candidates to have typically 7–10 years of relevant professional experience. This experience should encompass a strong background in capital market development and sustainable finance, with a proven track record of contributing to initiatives that mobilize private capital. Candidates should also have experience with policy reforms, analytics, and advisory services, particularly in the context of lending operations and capital market initiatives.

Languages:
The mandatory language for this position is English, with excellent written and verbal communication skills required. Additionally, knowledge of French and/or Spanish is preferred, as it may enhance the consultant's ability to engage with a broader range of stakeholders and partners.
