Job Overview:
The Construction Supervision Assistant position is a short-term role established to provide support during a maternity leave replacement. The primary function of this role is to ensure the continuity of supervision, monitoring, and closure of ongoing construction and rehabilitation projects within the ILO's portfolio. The incumbent will be responsible for conducting daily field visits to project sites, monitoring implementation progress, verifying the quality and compliance of works, and identifying challenges that may hinder timely project delivery. This role is crucial in maintaining the standards of the ILO's projects, particularly in the context of Lebanon's challenging socio-economic landscape, which has been exacerbated by recent conflicts. The assistant will work closely with the project Technical Officer and the project team to ensure that all activities align with the project's goals and community needs.

Duties and Responsibilities:
The duties and responsibilities of the Construction Supervision Assistant include conducting daily field visits to monitor project implementation, verifying the quality of construction works, and identifying any challenges or bottlenecks that may arise. The assistant will process contractors' Interim Payment Certificates and final payments, ensuring that claimed works are verified against on-site progress and delivered materials. Additionally, the incumbent will review and validate deliverables from supervision consultants and implementing partners, assess progress against targets, and support the administrative extension of ongoing contracts. The role also involves preparing for the handover of completed interventions to municipalities, ensuring compliance with Environmental and Social Safeguards Framework, and representing the ILO in relevant meetings and site visits. The assistant will perform any other duties assigned by the supervisor as needed.

Required Qualifications:
Candidates must have completed secondary school education, with a first-level university degree in Civil Engineering or a relevant field considered an advantage. The position requires at least seven years of professional experience in civil works supervision, construction monitoring, and contract management. Knowledge of local resource-based methods and green construction approaches is advantageous, as is familiarity with Lebanese labor law and ILO Decent Work principles. Previous experience with the UN or other international organizations is also beneficial.

Educational Background:
The educational background required for this position includes the completion of secondary school education. A first-level university degree in Civil Engineering or a related field is preferred and would enhance a candidate's qualifications for the role.

Experience:
The ideal candidate should possess a minimum of seven years of professional experience at the national level in civil works supervision, construction monitoring, and contract management. This experience should include knowledge of local resource-based methods and green construction approaches, as well as familiarity with Lebanese labor law and ILO Decent Work principles as they pertain to the construction sector. Previous experience working with the UN or other international organizations would be considered an asset.

Languages:
The position requires an excellent command of both English and Arabic. Proficiency in these languages is essential for effective communication and reporting within the role.
