Job Overview: The Programme Analyst will play a crucial role in supporting the implementation, coordination, monitoring, and reporting of the EU4GE Phase III programme in Armenia. This position involves providing substantive technical and programmatic support, ensuring compliance with UN Women policies and donor requirements, and contributing to the effective delivery of programme results. The Programme Analyst will work closely with various stakeholders, including government institutions, civil society organizations, and private sector partners, to promote gender equality and women's empowerment. The role requires a proactive approach to identifying challenges and proposing solutions to ensure the successful achievement of programme objectives.
Duties and Responsibilities:
Provide substantive technical support to the implementation and coordination of the EU4GE Phase III Programme, ensuring compliance with the approved workplan and donor commitments.
Manage programme implementation and partnerships by coordinating agreements with responsible parties, monitoring progress, and reviewing reports.
Provide technical support and capacity development to programme partners, including organizing workshops and developing guidance materials.
Monitor programme implementation and results, tracking indicators and preparing high-quality reports.
Contribute to advocacy, communications, and knowledge management by developing communication materials and supporting advocacy initiatives.
Support regional collaboration and knowledge exchange by facilitating communication between country and regional teams.
Perform other duties as necessary for the efficient functioning of the Office and the Organization.
Required Qualifications: Candidates must possess a Master's degree or equivalent in gender studies, social sciences, international development, human rights, public policy, political science, sociology, economics, or a related field. A first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. A project/programme management certification is considered an asset. Candidates should have at least 2 years of progressively responsible professional experience in programme management and implementation related to gender equality and women's empowerment, with demonstrated experience in managing complex, multi-stakeholder development programmes funded by bilateral or multilateral donors.
Educational Background: The educational background required for this position includes a Master's degree or equivalent in relevant fields such as gender studies, social sciences, international development, human rights, public policy, political science, sociology, or economics. A first-level university degree may be accepted with additional qualifying experience. A project/programme management certification would be advantageous.
Experience: The position requires at least 2 years of experience with a Master's degree or 4 years with a Bachelor's degree in programme management and implementation in areas related to gender equality, women's empowerment, and prevention of gender-based violence. Candidates should have experience in coordinating development programmes funded by donors, applying Results-Based Management principles, and working with various stakeholders, including government institutions and civil society organizations. Experience in organizing technical consultations and contributing to policy dialogue is also essential.
Languages: Fluency in English and Armenian is required for this position. Knowledge of another official UN language, such as French, Arabic, Chinese, Russian, or Spanish, is desirable and would be considered an asset.
