Job Overview:
The Investment Specialist position is situated within the Office of the Director General of the Private Sector Operations Department (PSOD) at ADB's headquarters in Manila. This role is pivotal in providing technical, analytical, and substantive coordination support for the High-Level Private Sector Advisory Group (HLPSAG) and related initiatives. The Investment Specialist will act as the analytical backbone of the HLPSAG Secretariat, ensuring that ADB's internal technical preparations are rigorous and well-coordinated. The role involves contributing to the analytical development and substantive coordination of the HLPSAG agenda, which intersects with ADB's commitments under various strategic priorities, including the seven-MDB joint response and the ASEAN regional energy security" style="border-bottom: 1px dotted #007bff !important;">security agenda. The Investment Specialist will prepare background materials for high-level discussions, synthesize inputs, and support follow-through on action items from HLPSAG discussions, thereby playing a crucial role in ADB's engagement with European capital markets and stakeholders.

Duties and Responsibilities:
The Investment Specialist will undertake a variety of responsibilities, including: conducting analysis" style="border-bottom: 1px dotted #007bff !important;">technical analysis and issue mapping on HLPSAG priority themes; preparing background notes, briefing packages, and discussion materials for HLPSAG meetings; analyzing market developments and private sector trends relevant to private capital mobilization; consolidating inputs from various ADB departments into coherent technical products; coordinating with internal departments and external member offices on substantive matters; tracking developments across ADB's regional initiative portfolio; preparing summaries of discussions and action matrices; contributing to institutional learning by synthesizing insights from advisory discussions; and supporting the preparation of materials for major institutional events and senior management discussions. The role requires strong organizational skills and the ability to manage multiple workstreams effectively.

Required Qualifications:
Candidates must possess a university degree in economics, finance, business administration, international development, public policy, or related fields, preferably at the post-graduate level. They should have at least 6 years of relevant professional experience in development finance institutions, investment operations, or related areas. A strong understanding of private sector development and investment operations is essential, along with demonstrated analytical experience in preparing technical notes and briefing materials. Candidates should also have the ability to synthesize inputs from multiple stakeholders into clear and concise products for management review. Familiarity with blended finance and risk-sharing instruments is desirable, as is experience supporting high-level meetings and discussions.

Educational Background:
The educational background required for this position includes a university degree in relevant fields such as economics, finance, business administration, international development, or public policy. A post-graduate degree or its equivalent is preferred, indicating a higher level of expertise and understanding of complex financial and operational issues.

Experience:
The position requires at least 6 years of relevant professional experience, ideally within development finance institutions or international organizations. Candidates should have experience in investment operations, investment analysis, or advisory work, demonstrating a strong understanding of private capital mobilization and development finance concepts.

Languages:
Proficiency in English is mandatory, with outstanding written and verbal communication skills required for effective interaction and presentation of complex information. Additional language skills may be considered an advantage but are not explicitly required for this position.

Additional Notes:
This is a fixed-term appointment with the option to renew, initially for a period of up to 3 years or until the Normal Retirement Date (NRD), whichever comes first. The appointment may be renewed based on the needs of ADB and the performance of the staff member. The position is full-time and requires relocation to Manila, with all reasonable relocation expenses covered.
