Job Overview:
The Human Resources Officer will be responsible for managing the Human Resources functions of the Country Office (CO) under the overall supervision of the Chief of Mission (CoM) and direct supervision of the Head of Resources Management. This role involves close collaboration with the Middle East and North Africa (MENA) Regional Office, Human Resource Management Units at Headquarters, and the Global Shared Services Center. The officer will oversee HR management functions, advise on interpreting and applying HR policies, and ensure compliance with organizational standards. The position requires a proactive approach to managing HR administrative transactions, maintaining personnel files, and liaising with external partners. The officer will also play a key role in talent management, policy implementation, and monitoring HR processes to ensure effective workforce planning and development.

Duties and Responsibilities:
  • Oversee the Human Resources Management function in coordination with the RMO/SRMO/Head of Resources Management, ensuring adherence to organizational policies and practices.
  • Supervise HR staff in executing administrative transactions, including contract preparation and personnel actions.
  • Maintain accurate personnel files and attendance records for international and national staff.
  • Liaise with external HR partners and act as a focal point for recruitment and deployment of non-IOM staff.
  • Maintain the CO’s PRISM HR module and ensure timely payroll processing for national staff.
  • Assist in implementing new HR policies and procedures, ensuring alignment with organizational needs.
  • Advise on staffing issues and oversee project staffing tables.
  • Coordinate staff development and training initiatives, ensuring effective onboarding and continuous professional development.
  • Prepare administrative reports and monitor internal controls to prevent fraud and mismanagement. 1
  • Perform additional duties as assigned by management.

Required Qualifications:
Candidates must possess a Master’s degree in Human Resources, Business Administration, Industrial and Organizational Psychology, Social Sciences, or a related field from an accredited institution, along with five years of relevant professional experience. Alternatively, a University degree in the aforementioned fields with seven years of relevant experience is acceptable. Candidates should have a strong background in HR administration, talent acquisition, and the interpretation and implementation of staff rules and regulations. Familiarity with the UN common system or similar systems is advantageous, as is experience in an international organization or emergency environments.

Educational Background:
A Master’s degree in Human Resources, Business Administration, Industrial and Organizational Psychology, Social Sciences, or a related field is required. A University degree in the same fields is acceptable if accompanied by additional years of relevant experience. The educational background should be from an accredited academic institution to ensure the quality and relevance of the qualifications.

Experience:
Candidates should have a minimum of five years of relevant professional experience in HR administration, talent management, and staff contract management. Experience in an international organization is preferred, as is experience working in emergency environments or developing countries. The role requires a comprehensive understanding of HR policies and practices, as well as the ability to navigate complex organizational structures and processes.

Languages:
Fluency in English, both oral and written, is mandatory for this position. A working knowledge of Arabic and another official UN language (such as Chinese, French, Russian, or Spanish) is considered an advantage. Proficiency in the required languages will be evaluated during the selection process, which may include written and/or oral assessments.

Additional Notes:
The position is for internationally recruited professional staff, who are expected to be mobile. The selection process may be used to fill similar positions in various duty stations, and recommended candidates will remain eligible for appointment in similar roles for a period of 24 months.
