Job Overview:
The UNEP GEF Chemicals and Waste Technical Support Consultant will play a crucial role in supporting the development and implementation of projects related to chemicals and waste management. This position is particularly focused on the GEF-9 cycle, which commenced in July 2026, and involves the development of integrated programs aimed at creating pollution-free supply chains. The consultant will be responsible for drafting Expressions of Interest (EOIs) and Project Framework Documents (PFDs), coordinating with various stakeholders, and ensuring that project proposals align with UNEP's strategic objectives. The role requires a proactive approach to project management and collaboration with countries in the Caucasus and Central Asia to facilitate the successful execution of environmental projects.

Duties and Responsibilities:
The consultant's duties will include:

• Developing the Expression of Interest for the GEF-9 integrated programme on pollution-free supply chains, in collaboration with the portfolio manager and other relevant stakeholders.
• Coordinating with potential countries to prepare for country Expression of Interest submissions for UNEP-led child projects.
• Initiating the development of Project Framework Documents and concept notes for global and UNEP-led child projects.
• Identifying potential co-financing partners, including investment banks, multilateral development banks (MDBs), and private sector entities.
• Supporting the development and implementation of projects in the Caucasus and Central Asia.
• Providing portfolio management support as required, ensuring that ongoing projects are effectively supervised and evaluated.

Required Qualifications:
Candidates must possess a first-level or advanced university degree in a field related to Environmental Sciences, such as chemistry, chemical engineering, environmental studies, or environmental protection. A minimum of three years of working experience in project management, particularly at the international level, is essential. Additionally, candidates should have a working knowledge and experience with GEF projects, including their development and supervision. Experience in implementing environmental programmes and projects will be considered an asset.

Educational Background:
The educational background required for this position includes a first-level or advanced university degree in Environmental Sciences or a closely related field. This educational foundation is critical for understanding the complexities of environmental issues and the technical aspects of project management in the context of chemicals and waste.

Experience:
The position requires at least three years of relevant working experience in project management, particularly in an international context. Candidates should have a proven track record of managing projects related to environmental issues, with specific experience in GEF projects being highly desirable. This experience should encompass both project preparation and execution, demonstrating the ability to navigate the challenges associated with international environmental initiatives.

Languages:
Fluency in English is mandatory, with strong drafting and writing skills being essential for the role. Additionally, fluency in Russian is considered an asset, as it will facilitate communication with stakeholders in relevant regions. Knowledge of other UN languages is also advantageous, as it may enhance collaboration with diverse international partners.
