Job Overview: The Technical Business Analysis and Agile Delivery Support position is crucial for the successful implementation of the Electronic Medical Records (EMR) system within UNRWA. The incumbent will act as the primary liaison between healthcare stakeholders, the EMR vendor, and internal technical teams. This role involves a comprehensive understanding of business, clinical, and functional requirements, as well as the ability to conduct business process analysis and Fit-Gap assessments. The Business Analyst will be responsible for developing functional specifications and ensuring that proposed solutions align with UNRWA's operational and clinical workflows. The position requires collaboration with various stakeholders to translate business needs into high-quality, user-centered digital health solutions that support UNRWA's strategic objectives. The incumbent will also support Agile delivery, product backlog management, quality assurance, vendor performance monitoring, project documentation, and progress reporting throughout the project lifecycle.
Duties and Responsibilities: The duties and responsibilities of the Technical Business Analyst include engaging with healthcare professionals and stakeholders to elicit, analyze, validate, and document business, clinical, operational, and technical requirements. The incumbent will translate these requirements into functional specifications, user stories, and acceptance criteria while ensuring clarity and feasibility. The role also involves maintaining requirements traceability, analyzing workflows for improvements, and identifying functional gaps. Additionally, the Business Analyst will support Agile and product backlog management, facilitate Agile/Scrum events, and monitor sprint commitments. The position requires applying knowledge of the system development lifecycle, coordinating requirements clarification, and managing vendor deliverables. The incumbent will also support integration and data migration efforts, develop testing strategies, and ensure quality assurance through various testing phases. Furthermore, the role includes supporting implementation, training, and user adoption, collaborating with UX/UI designers, and preparing project documentation and reports.
Required Qualifications: The required qualifications for this position include a Bachelor's Degree in computer science, information systems, software engineering, health informatics, business information technology, or a related field. Professional certifications in business analysis, Agile/Scrum, product ownership, project management, or software testing are highly desirable. Certifications such as Scrum Product Owner, Scrum Master, PMI-PBA, CBAP, PRINCE2, PMP, or equivalent are considered an asset. The candidate should possess a minimum of six years of relevant professional experience in technical business analysis, digital transformation, software implementation, or information systems projects. Strong practical experience with Agile/Scrum delivery and product backlog management is essential, along with proven experience in developing user stories, acceptance criteria, and functional specifications.
Educational Background: Candidates must have a Bachelor's Degree in a relevant field such as computer science, information systems, software engineering, health informatics, or business information technology. Additional professional certifications in business analysis, Agile methodologies, or project management are highly desirable and can enhance the candidate's profile.
Experience: The position requires a minimum of six years of relevant professional experience. Candidates should have hands-on experience across the system development lifecycle, particularly in technical business analysis, digital transformation, and software implementation. Experience with Agile/Scrum methodologies and product backlog management is crucial, as well as familiarity with system testing, defect management, and user acceptance testing. Experience in healthcare information systems or EMR projects is strongly preferred.
Languages: Fluency in both Arabic and English is required for this position, as these are the working languages of UNRWA. Proficiency in both languages is essential for effective communication with stakeholders and for the successful execution of the role's responsibilities.
Additional Notes: The consultancy is based in UNRWA HQA Amman and is open to local candidates only. The selected candidate will receive a monthly remuneration of JOD 1,190.44 for each fully completed month. The contract duration is for 12 months, with the possibility of extension subject to the availability of funds, continuing need, and satisfactory performance. The role operates under the supervision of the Senior Project Manager (Health Info Sys) within the Digital Impact, Technology and Innovation Department (DITID). It is important to note that the United Nations does not charge any fees at any stage of the recruitment process.
