National Consultant to Support the Development of the Accelerated Learning Programme

Job Overview:
The National Consultant will play a crucial role in supporting the National Council for Literacy and Adult Education (NCLAE) and UNESCO in transforming the outcomes of a national technical workshop into a structured Accelerated Learning Programme (ALP) Reform Roadmap. This roadmap will serve as a strategic framework guiding curriculum development, policy reform, and institutional strengthening in Sudan's education system. The consultant will be responsible for reviewing workshop documentation, conducting inception meetings, consolidating workshop outputs, developing thematic reform frameworks, preparing the ALP Reform Roadmap, facilitating validation meetings, and finalizing the roadmap. The consultant's work will directly contribute to the objectives of the Transitional Education Plan (TEP) 2025–2027, which aims to provide quality, flexible learning pathways for out-of-school children and youth, particularly those affected by crises.

Duties and Responsibilities:
The consultant will undertake several key tasks:

• Review workshop documentation to analyze key findings and recommendations.
• Conduct an inception meeting with UNESCO and NCLAE to clarify expectations and agree on the methodology for the ALP Reform Roadmap.
• Consolidate outputs from thematic working groups into a coherent technical framework.
• Develop structured outlines for priority reform areas, including curriculum review, learner pathways, teacher standards, and monitoring systems.
• Prepare the ALP Reform Roadmap, detailing strategic reform objectives and institutional responsibilities.
• Facilitate technical validation meetings with NCLAE and revise the roadmap based on feedback.
• Produce a final, publication-ready ALP Reform Roadmap incorporating all agreed revisions. The consultant will work under the supervision of the Head of UNESCO Sudan office and in close coordination with NCLAE.

Required Qualifications:
Candidates must possess an advanced university degree (Master's or equivalent) in relevant fields such as Education, Curriculum Studies, or Educational Policy. They should have a minimum of 10 years of progressively responsible professional experience in the education sector, with demonstrated expertise in the design and reform of education policies and curricula. Experience in Accelerated Learning Programmes, Non-Formal Education, and facilitating national technical workshops is highly desirable. Proven ability to prepare strategic documents and work with Ministries of Education is essential.

Educational Background:
An advanced university degree (Master's degree or equivalent) in Education, Curriculum Studies, Education Planning, Educational Policy, Adult Education, Teacher Education, Educational Management, or a related field is required for this position. This educational background is crucial for understanding the complexities of educational reform and curriculum development.

Experience:
The position requires a minimum of 10 years of progressively responsible professional experience in the education sector. Candidates should have a strong background in the design, review, or reform of education policies and curricula, with specific experience in Accelerated Learning Programmes and Non-Formal Education being highly desirable. Experience in facilitating national workshops and preparing strategic documents is also essential.

Languages:
Excellent written and spoken Arabic is mandatory for this position, as the consultant will be working closely with local stakeholders. A good command of English is also required, as it may be necessary for documentation and communication with international partners.

This consultancy contract is for a duration of one month and is open to external candidates. The position is classified as Level 3 - Senior, indicating a high level of expertise and responsibility.
