The HSU aims to raise awareness and promote human security as a fundamental approach to peace, development, and human rights. It manages the United Nations Trust Fund for Human Security (UNTFHS) and works to enhance political and financial support for human security initiatives. The unit is guided by the Executive Office of the Secretary-General and is administered by the Department of Operational Support. The HSU plays a crucial role in ensuring that human security is prioritized in UN operations and policies, thereby contributing to a more secure and equitable world.

Job Overview:
The Associate Management and Programme Analyst will play a vital role in the administration and management of the Human Security Unit's activities. This position involves a variety of responsibilities including administrative coordination, budget management, and program analysis. The analyst will serve as a focal point for administrative tasks, ensuring smooth operations within the unit. They will be responsible for drafting correspondence, coordinating budget activities related to the UNTFHS, and supporting the Finance and Budget Officer in monitoring expenditures. Additionally, the analyst will participate in the development and evaluation of programs, conduct research, and maintain databases. This role requires a proactive approach to problem-solving and the ability to manage multiple priorities effectively. The successful candidate will contribute to the overall mission of the HSU by ensuring that human security is effectively integrated into UN activities and that resources are managed efficiently.

Duties and Responsibilities:
The Associate Management and Programme Analyst will be responsible for a comprehensive set of duties including:
  • Serving as the coordinator" style="border-bottom: 1px dotted #007bff !important;">administrative coordinator for the HSU, handling operational travel programs, monitoring accounts, and managing vendor payments.
  • Drafting correspondence to respond to inquiries and inform stakeholders about financial and program matters.
  • Coordinating budget activities for UNTFHS programs, preparing budget submissions, progress reports, and financial statements.
  • Supporting the Finance and Budget Officer by monitoring expenditures against the approved budget and preparing necessary adjustments.
  • Assisting in the preparation of Umoja Master Data and reports, as well as creating dashboards using Microsoft Power BI.
  • Participating in the development and evaluation of programs/projects, analyzing implementation progress, and proposing corrective actions as needed.
  • Conducting research and maintaining knowledge management databases for the HSU.
  • Providing administrative support for meetings and conferences, including logistics and document preparation.

Required Qualifications:
Candidates must possess an advanced university degree (Master's degree or equivalent) in fields such as business administration, public administration, finance, management, political science, or related areas. Alternatively, a first-level university degree combined with two additional years of qualifying experience may be accepted. Candidates with a first-level university degree and no experience may be considered if they have passed the Young Professional Programme Examination (YPP) or similar competitive examinations.

Educational Background:
The educational background required for this position includes an advanced university degree in relevant fields such as business administration, public administration, finance, management, political science, development studies, or information technology. A first-level university degree may be accepted in combination with additional qualifying experience, or for candidates who have successfully completed specific UN examinations.

Experience:
A minimum of two years of experience in administration, budget and financial management, project or programme management, or a related area is required. Candidates who have passed the YPP or similar examinations may not require prior experience. Experience with Microsoft Power BI and other MS Office applications is desirable, indicating a familiarity with data analysis and reporting tools.

Languages:
English is the required working language for this position, with a minimum proficiency level of UN Level II in reading, writing, listening, and speaking. French is also a working language of the UN, and proficiency in French is considered an asset but not mandatory for this role.

This position is temporarily available until 28 February 2027 and is funded by extra-budgetary funds. The selection process may be limited to candidates based at the duty station.
