Job Overview:
The Programme Management Assistant plays a crucial role in supporting the planning and implementation of medium-sized and complex departmental programs and projects. This position involves close collaboration with the Human Rights Officer and the Senior Programme Management Assistant, ensuring that all programmatic activities are well-coordinated and aligned with the organization's objectives. The incumbent will be responsible for monitoring the status of program proposals, compiling and summarizing data on specific projects, and ensuring compliance with relevant rules and procedures. The role requires a proactive approach to administrative coordination, involving extensive liaison with various organizational units to facilitate the smooth execution of program activities. The Programme Management Assistant will also draft correspondence, prepare reports, and provide general office assistance, contributing to the overall efficiency of the office's operations.

Duties and Responsibilities:
The Programme Management Assistant will undertake a variety of duties, including but not limited to: assisting in the coordination of program/project planning and preparation; monitoring the status of proposals and documentation; compiling and summarizing information on specific programs; reviewing project documents for completeness and compliance; serving as a focal point for administrative coordination; compiling data on project delivery; drafting correspondence and reports; providing general office assistance; responding to information requests; maintaining files and records; organizing meetings and workshops; and providing guidance and training to new or junior staff. The role may also involve performing other duties as assigned by the supervisor, ensuring that all tasks are completed efficiently and effectively.

Required Qualifications:
Candidates must possess a high school diploma or equivalent. A first-level university degree or higher can reduce the required work experience from five years to three years. The position requires a minimum of five years of experience in program or project administration, technical cooperation, or a related area. Experience with Enterprise Resource Planning (ERP) systems, such as Umoja, is desirable. Candidates should demonstrate a strong understanding of internal policies and procedures related to program/project administration and possess the ability to work well with figures and conduct basic research.

Educational Background:
The educational requirement for this position is a high school diploma or equivalent. However, candidates with a first-level university degree or higher will have a competitive advantage, as this can reduce the required years of relevant experience. The educational background should ideally include coursework or training related to program management, administration, or a relevant field that supports the functions of the role.

Experience:
The position requires a minimum of five years of relevant experience in program or project administration, technical cooperation, or a related area. For candidates with a first-level university degree or higher, the required experience is reduced to three years. At least one year of experience working with Enterprise Resource Planning (ERP) systems, such as Umoja, is considered desirable, indicating a preference for candidates who are familiar with modern administrative tools and systems.

Languages:
For this position, proficiency in English and Russian is required, as these are the working languages of the United Nations Secretariat. Candidates must demonstrate a minimum level of proficiency in reading, writing, listening, and speaking in both languages. Additionally, knowledge of Kirghiz is desirable, which may enhance communication and engagement with local stakeholders. The required language proficiency levels are aligned with the UN Language Framework, ensuring that candidates can effectively perform their duties in a multilingual environment.

This position is temporarily available until 31 March 2027, with the possibility of extension subject to the availability of funds. It is important to note that this position is subject to local recruitment, meaning that applicants must be authorized to work for the United Nations in Kyrgyzstan. Selected candidates from outside the duty station will be responsible for their relocation expenses. Staff members recruited locally are not eligible for allowances or benefits exclusive to international recruitment.
