Job Overview:
The position involves providing technical, advisory, and operational support to the OSCE Programme Office in Bishkek and its national partners in addressing anti-trafficking and migration-related issues. The successful candidate will work on four key pillars: prevention, protection, prosecution, and coordination. This role requires ensuring that all interventions align with national legislation, international standards, and OSCE commitments. The expert will contribute to the development of sustainable, results-oriented responses to trafficking in human beings and irregular migration in Kyrgyzstan, ensuring that the needs of victims are prioritized and addressed effectively.

Duties and Responsibilities:
The successful candidate will be responsible for a variety of tasks, including developing concept notes and technical materials, liaising with national counterparts for effective outreach, and supporting the development and revision of prevention-related policies and strategies. They will also design and deliver specialized training courses for law enforcement, prosecutors, social workers, and other stakeholders involved in anti-trafficking efforts. Additionally, the expert will provide support to strengthen victim identification and referral mechanisms, promote victim-centered approaches, and facilitate communication among state institutions, NGOs, and international partners. The role includes preparing interim and final reports in the OSCE reporting template and ensuring that all deliverables meet the required standards.

Required Qualifications:
Candidates must possess a university degree, preferably at the Master's level, in fields such as Law, Criminal Justice, Human Rights, International Relations, or Social Work. A minimum of five years of progressively responsible professional experience in combating human trafficking, migration governance, or related areas is required, along with at least two years of relevant consultancy experience with international NGOs or in the country development sector. Demonstrated experience in drafting strategic documents and delivering capacity-building activities is highly desirable. Candidates should also have a strong understanding of human rights principles, including gender mainstreaming and engagement with vulnerable groups, and the ability to design and deliver interactive learning methodologies.

Educational Background:
The educational background required for this position includes a Bachelor's degree as a minimum, with a Master's degree being preferable. The degree should be in a relevant discipline such as Law, Criminal Justice, Human Rights, International Relations, or Social Work. This educational foundation is essential for understanding the complexities of human trafficking and migration governance, as well as for developing effective strategies and policies in these areas.

Experience:
The position requires a minimum of five years of progressively responsible professional experience in combating human trafficking, migration governance, or related fields. Additionally, candidates should have at least two years of relevant consultancy experience, particularly in working with international NGOs or in the country development sector. This level of experience is crucial for ensuring that the expert can effectively contribute to the OSCE's mission and objectives in Kyrgyzstan.

Languages:
Professional fluency in Russian and Kyrgyz is mandatory, with excellent oral and written communication skills in both languages. Knowledge of English is considered an asset, as it may facilitate communication with international partners and stakeholders. The ability to communicate effectively in these languages is essential for the successful execution of the role's responsibilities and for fostering collaboration among diverse groups.
