Job Overview:
The National Information Technology Systems Integration Expert will play a crucial role in enhancing the Ministry of Emergency Situations of the Kyrgyz Republic's (MoES) GLOF monitoring system. This position involves integrating real-time data feeds from automated water-level monitoring stations at high-risk glacial lakes into the existing monitoring system. The expert will be responsible for configuring automated alert mechanisms, building national capacity in administration" style="border-bottom: 1px dotted #007bff !important;">system administration and maintenance, and ensuring the sustainable handover of the IT infrastructure to MoES. The role requires collaboration with various stakeholders, including the POiB, MoES IT/GIS Unit, and contractors, to assess and enhance the current system architecture and implement necessary upgrades.

Duties and Responsibilities:
The expert's duties will include conducting an inception meeting with POiB and MoES IT/GIS Unit, reviewing the existing GLOF monitoring system architecture, and assessing the telemetry and IT infrastructure requirements for integrating real-time sensor data. The expert will prepare an IT integration plan, configure telemetry endpoints, data ingestion pipelines, and database schemas for real-time data. They will also define redundancy and backup protocols, configure automated alert thresholds, and implement multi-channel alert dispatching. Additionally, the expert will provide on-the-job training to MoES technical staff, develop user manuals, and prepare incident response procedures. The final deliverables will include an IT inception note, operational data ingestion pipeline, automated alert configuration, training records, and a final IT technical report.

Required Qualifications:
Candidates must possess a university degree (Bachelor’s or higher) in information technology, computer science, software engineering, telecommunications, or a closely related discipline. A minimum of 5 years of professional experience in IT system integration is required, with demonstrated experience in real-time data acquisition systems such as SCADA, IoT, or telemetry. Familiarity with database systems like PostgreSQL/PostGIS, data ingestion APIs, and dashboarding solutions is essential. Candidates should have working knowledge of multi-channel alert dispatching technologies and experience with environmental or hydrometeorological monitoring networks. Knowledge of cybersecurity best practices and proven training experience are also necessary.

Educational Background:
The educational background required for this position includes a university degree in a relevant field such as information technology, computer science, software engineering, or telecommunications. A higher degree may be advantageous but is not mandatory. The candidate should have a solid understanding of IT systems and their integration, particularly in the context of real-time data acquisition and monitoring systems.

Experience:
The position requires a minimum of 5 years of professional experience in IT system integration. Candidates should have a proven track record of working with real-time data acquisition systems and should be familiar with the technical aspects of integrating various IT components. Experience in the environmental sector, particularly with hydrometeorological monitoring networks, is considered a strong asset. Additionally, experience in Disaster Risk Reduction will be beneficial for this role.

Languages:
Professional fluency in Russian and Kyrgyz, both oral and written, is mandatory for this position. Candidates should be able to communicate effectively in both languages, as the role involves training local staff and preparing documentation in Russian. Knowledge of additional languages may be considered an asset but is not required.

This position is offered under a Special Service Agreement (SSA) contract type, which is typically project-based and may not provide long-term employment security.
