Job Overview: The position of Senior Requirements Engineer (Standard-Interop) and Senior Requirements Manager is pivotal within NATO's Capability Requirements Branch. The incumbent will be involved in the lifecycle management of military capabilities, focusing on standardization and interoperability across various NATO operations. Duties and Responsibilities: The duties and responsibilities for the Senior Requirements Engineer (Standard-Interop) and Senior Requirements Manager include but are not limited to:
Supporting the definition of the Operational Requirements Specification related to standardization and interoperability.
Establishing and maintaining a network of Subject Matter Experts (SMEs) to identify relevant interoperability aspects and standards.
Eliciting, capturing, developing, analyzing, evaluating, and ensuring traceability of requirements at all levels.
Maintaining requirement artifacts in the repository, ensuring versioning and configuration control.
Performing requirement validation and supporting technical reviews as requested.
Contributing to the development of policies, directives, and process refinements related to requirements.
Leading and supporting requirements development project teams in the execution of the capability delivery process.
Conducting stakeholder analysis and high-level capability design with available architectural expertise.
Organizing and participating in workshops, seminars, and conferences to support capability development activities. 1
Proposing changes to established processes as part of continuous improvement efforts. 1
Conducting any other duties as directed by management.
Required Qualifications: Candidates must possess a minimum of 4 years of experience in large-scale procurement and acquisition programs within the last 10 years. They should have experience in developing and coordinating policy, directives, and concepts, as well as leading project teams for at least 3 years in the last decade. Additionally, candidates should have experience in organizing and conducting workshops, seminars, and conferences, and be adept at handling complex problems. For the Senior Requirements Engineer role, a university degree in a relevant field is required, along with 4 years of post-related experience or equivalent vocational training with 5 years of experience. For the Senior Requirements Manager role, a university degree in business administration, engineering, or a related discipline is necessary, along with similar experience requirements.
Educational Background: The educational background required for the Senior Requirements Engineer position includes a university degree in library, information science, management information systems, computer science, or a related discipline, along with 4 years of post-related experience. Alternatively, candidates with higher secondary education and advanced vocational training leading to professional accreditation are also considered, provided they have 5 years of post-related experience and 2 years of function-related experience. For the Senior Requirements Manager position, a university degree in business administration, engineering, economics, or a related discipline is required, with similar experience criteria.
Experience: Candidates should have a minimum of 4 years of relevant experience in large-scale procurement and acquisition programs within the last 10 years. For the Senior Requirements Engineer role, at least 3 years of experience in identifying interoperability gaps in both national and international contexts is essential. For the Senior Requirements Manager role, candidates should have a minimum of 3 years of experience in leading project teams and managing change and configuration processes.
Languages: The mandatory language requirement for this position is English, with a proficiency level of SLP 3333, which includes listening, speaking, reading, and writing.
