Job Overview:
The Head of the Civilian Human Resources Section within NATO's Human Resources Management Branch is tasked with overseeing all aspects of civilian human resource management. This includes the formulation and implementation of internal civilian HR policies that align with organizational needs and the strategic objectives of NATO. The role requires a deep understanding of human resources management principles, as well as the ability to navigate complex personnel issues within an international context. The incumbent will represent NATO in various policy-making bodies and contribute to the development of NATO-wide HR policies. Additionally, the position involves providing management advisory services, mentoring subordinate HR offices, and ensuring compliance with NATO regulations. Duties and Responsibilities:
The duties and responsibilities of the Head of Civilian Human Resources Section include but are not limited to:
  • Formulating and defending internal civilian HR policies that meet organizational needs.
  • Coordinating with NATO-wide civilian personnel policy-making bodies and representing SACT at various forums.
  • Overseeing the implementation of NATO international civilian personnel policies and ensuring compliance with internal guidelines.
  • Providing management advisory services and policy interpretations on a wide range of HR issues.
  • Mentoring and providing oversight to Civilian HR Managers in subordinate commands.
  • Advising on staff grievances and disputes, proposing solutions, and representing ACT in administrative reviews.
  • Managing the civilian pay budget and coordinating resource planning processes.
  • Developing and assessing performance management and employee relations programs.
  • Conducting special projects related to civilian HR management and participating in various committees. 1
  • Serving as the point of contact for consultations with the HQ SACT Civilian Staff Association.

Required Qualifications:
Candidates must possess a university degree or equivalent and have at least 6 years of post-related experience. A minimum of 6-8 years of experience in Human Resource Management is required, with 3-4 years at a higher managerial level. Candidates should have substantial knowledge of HR management concepts, practices, and analytical methods, as well as experience in interpreting administrative regulations and managing budgets related to employee costs. Excellent verbal and written communication skills are essential, as is the ability to work harmoniously in a multi-national environment.

Educational Background:
The educational background required for this position includes a university degree or equivalent. A master's degree with a concentration in Human Resource Management is desirable, particularly for candidates seeking to enhance their qualifications for this role. The educational qualifications should be complemented by relevant certifications in human resources or related fields, which can further demonstrate the candidate's expertise and commitment to the profession.

Experience:

Additional Notes:
The contract for this position will be offered in accordance with NATO Civilian Personnel Regulations. Newly recruited staff will receive a three-year definite duration contract.
