Job Overview:
The Principal IT Specialist (Digital Adoption and Outreach) will play a crucial role in driving the strategic adoption and change management efforts for digital transformation initiatives at ADB. This position is situated within the Information Technology Department (ITD) and reports to the Director General of ITD or a designated director. The specialist will oversee junior team members and will be responsible for leading communications and marketing efforts for ITD, as well as developing and implementing digital capabilities to enhance staff digital competency. The role requires a proactive approach to promote business vision and facilitate change management through structured methodologies, ensuring that the organization is prepared for and committed to adopting new digital practices. The specialist will also manage digital learning projects and establish a digital competency framework to support ADB personnel in becoming more adept at using digital technologies in their work.

Duties and Responsibilities:
The Principal IT Specialist will be responsible for a variety of duties, including:
  • Driving strategic adoption and change management efforts for digital transformation initiatives, including learning and digital fitness programs.
  • Leading communications and marketing for ITD, promoting digital innovation initiatives and creating thought leadership content.
  • Collaborating with stakeholders to design and implement change management plans tailored to different impacted groups.
  • Providing training, coaching, and mentoring on change management practices to senior leadership and project managers.
  • Managing digital learning projects to build a modern digital learning environment.
  • Implementing a digital fitness program for ADB personnel.
  • Establishing ADB's Digital Competency Framework and leading the implementation of capability development programs.
  • Supporting the Director in managing the division and representing the department on interdepartmental working groups.
  • Supervising the performance of reporting staff and ensuring their ongoing learning and development.

Required Qualifications:
Candidates must possess a Master's degree in fields such as information technology, information systems, business administration, project management, organizational development, international relations, engineering, journalism, or communication. Alternatively, a university degree combined with at least 5 years of specialized experience relevant to the position will be considered. Additionally, candidates should have at least 12 years of work experience, including international experience across multiple countries. Proven relationship management skills and experience in driving organization-wide change management efforts are essential. Candidates should also have demonstrated experience in producing organization-wide communications and communication strategies, with a preference for those holding a Prosci certification. Strong written and verbal communication skills in English are mandatory, with the ability to tailor messages for diverse audiences.

Educational Background:
The educational background required for this position includes a Master's degree in relevant fields such as information technology, information systems, business administration, project management, organizational development, international relations, engineering, journalism, or communication. Alternatively, a university degree with at least 5 years of specialized experience can be considered. This educational foundation is critical for understanding the complexities of digital transformation and change management within the context of ADB's mission.

Experience:
The position requires a minimum of 12 years of work experience, with a strong emphasis on international experience in various countries. Candidates should have a proven track record of successfully managing relationships with difficult clients and driving organization-wide change management initiatives. Experience in producing effective communication strategies and managing digital transformation projects is also essential for this role.

Languages:
Fluency in English is mandatory, with strong written and verbal communication skills required. Candidates must be capable of tailoring messages for different audiences, simplifying complex concepts into clear and impactful communications. While English is the primary language required, knowledge of additional languages may be considered an asset but is not mandatory.

Additional Notes:
This is a fixed-term appointment for an initial period of 3 years, with the possibility of extension for up to 2 additional years or conversion to a regular appointment based on performance and organizational needs. The position is full-time and based at ADB's headquarters in Manila, Philippines.
