Job Overview:
The Associate Financial Control Officer position is situated within the Office of the Controller (CTOC) of the Controller's Department (CTL) at the Asian Development Bank. This role is pivotal in supporting the advancement of non-digital finance transformation projects, which are essential for the design, documentation, and standardization of business processes. The successful candidate will be responsible for providing technical, analytical, and coordination support in the development of Standard Operating Practices (SOPs). This includes engaging in process discovery activities to create concise process charters that define key activities, inputs, outputs, and performance indicators. The role also involves preparing process maps and documentation that illustrate workflows and decision-making processes, as well as drafting and maintaining SOPs that incorporate essential controls and compliance notes. The Associate Financial Control Officer will work closely with various stakeholders, including internal audit and IT teams, to ensure that policies and controls are effectively documented and communicated. Additionally, the role requires the preparation of training materials and the maintenance of a centralized repository for SOPs and process documentation, along with compiling reports on process adherence and performance metrics.

Duties and Responsibilities:
The duties and responsibilities of the Associate Financial Control Officer include:
  • Supporting process discovery activities to develop process charters that capture definitions, main activities, inputs/outputs, partners, and performance indicators.
  • Preparing detailed process maps and supporting documentation that illustrate end-to-end workflows and decision points.
  • Drafting, standardizing, and maintaining SOPs and operating practices that include main controls, exceptions, handoff points, and audit/compliance notes.
  • Assisting in the implementation of governance frameworks, including control matrices and role definitions.
  • Collaborating with process owners to ensure that policies and controls are documented, communicated, and adhered to.
  • Working with internal audit, procurement, IT, and business process owners to gather requirements and validate process designs.
  • Preparing training materials and supporting handover sessions for new or updated SOPs.
  • Maintaining a centralized repository for SOPs and process documentation.
  • Compiling and reporting on process adherence, cycle time, error rates, and partner satisfaction. 1
  • Capturing lessons learned and contributing to continuous improvement practices.

Required Qualifications:
The position requires the following qualifications:
  • A Bachelor's degree in accounting, finance, business administration, or a related field, with advanced training being preferable.
  • Professional certifications such as CPA, ACCA, or Lean/Six Sigma are considered advantageous.
  • A minimum of 5 years of relevant professional experience in finance process improvement, controllership, accounting, or related operational support roles, particularly within the banking, financial services, or development sectors.
  • Hands-on experience with internal controls, policy drafting, control matrices, and compliance requirements relevant to finance and accounting.
  • Proficiency in developing clear and user-friendly SOPs, process maps, charters, and control documentation for audits and training materials.
  • Experience in managing centralized documentation repositories and compiling performance data.

Educational Background:
Candidates must possess a Bachelor's degree in accounting, finance, business administration, or a related field. Advanced training in these areas is preferred, and professional certifications such as CPA, ACCA, or Lean/Six Sigma are advantageous and may enhance a candidate's profile.

Experience:
The role requires at least 5 years of relevant professional experience in finance process improvement, controllership, accounting, or related operational support roles. Candidates should have hands-on experience with internal controls, policy drafting, and compliance requirements relevant to finance and accounting, as well as experience collaborating with various teams on process documentation and control implementation.

Languages:
Proficiency in written and verbal English is mandatory for this position. Candidates should be able to communicate effectively in English, as it is the primary language used within the organization. Additional language skills may be considered an asset but are not mandatory.

Additional Notes:
This position is a fixed-term appointment for an initial period of 3 years, with the possibility of extension for up to 2 years or conversion to a regular appointment based on performance and organizational needs.
