Job Overview: The Principal Business Intelligence Specialist (Operations) will play a crucial role in the Office of Business Intelligence and Operations Coordination (BIOC) at ADB. This position is designed for an individual who is passionate about using data to drive decision-making and improve project outcomes. The specialist will be responsible for analyzing sovereign operations data and providing insights that enhance data-driven decision-making across ADB. The role involves monitoring and analytics for upstream project processing, focusing on improving project efficiency, readiness, and quality. The specialist will also work closely with various departments within ADB to ensure that data is effectively captured and utilized, thereby supporting the organization's mandate to foster prosperity in Asia.
Duties and Responsibilities: The Principal Business Intelligence Specialist will have a wide range of responsibilities, including but not limited to: leading strategic alignment and operational efficiency by overseeing the project pipeline; enhancing the quality and readiness of project data for reporting and monitoring; using data analytics to track pipeline delivery and identify bottlenecks; supporting data-driven decision-making for project prioritization and resource allocation; developing innovative dashboards, visualizations, and reports; collaborating with regional and sector teams to improve data definitions and processes; and representing BIOC in cross-functional working groups focused on project pipeline management and processing improvements. This role requires a proactive approach to identifying areas for improvement and implementing solutions that enhance the overall effectiveness of project management processes.
Required Qualifications: Candidates for this position must possess a Master's degree or equivalent in fields such as information technology, data science, business administration, economics, or engineering. Alternatively, a university degree combined with at least 5 years of specialized experience relevant to the position may be considered. Additionally, candidates should have at least 12 years of relevant experience in data analytics, portfolio analytics, or business intelligence, with a strong background in operations, project management, organizational development, or policy formulation. International experience working in multiple countries is highly desirable. Proficiency in data analytics and visualization tools such as Power BI and Tableau is essential, along with a demonstrated capacity to learn and apply new technologies.
Educational Background: The educational background required for this position includes a Master's degree or equivalent in relevant fields such as information technology, data science, business administration, economics, or engineering. A university degree with significant specialized experience may also be acceptable. This educational foundation is critical for understanding the complexities of data analytics and its application in project management and decision-making processes.
Experience: The ideal candidate should have a minimum of 12 years of relevant experience in data analytics, portfolio analytics, or business intelligence. This experience should include a strong focus on operations, project management, and organizational development, as well as international experience working in various countries. The candidate should also have hands-on experience in data analytics and visualization, demonstrating a proven track record of applying these skills in a professional setting.
Languages: Proficiency in both spoken and written English is mandatory for this position. This is essential for effective communication within ADB and with external stakeholders. While English is the primary language required, knowledge of additional languages may be considered an asset, particularly if they are relevant to ADB's member countries.
Additional Notes: This position is a fixed-term appointment for an initial period of 3 years, with the possibility of extension for up to 2 additional years, conversion to a regular appointment, or termination at the end of the initial period based on ADB's needs and the candidate's performance. The role is full-time and requires relocation to Manila, Philippines, with all reasonable relocation expenses covered.
