Job Overview:
The Senior Monitoring and Evaluation (M&E) Assistant plays a crucial role in supporting the generation and utilization of credible evidence regarding UNHCR's results and the conditions of the populations served. This position is integral to planning, results reporting, and advocacy efforts. The Senior M&E Assistant collaborates closely with the Planning Coordinator and Results Managers, as well as Information Management colleagues, to ensure consistency in monitoring methodologies and effective coordination of evaluations. The incumbent is expected to engage with various stakeholders, including UNCT Technical M&E working groups and counterparts in national governments, to represent UNHCR on M&E-related matters. This role requires a proactive approach to support the operation's multi-functional team (MFT) during the Plan for, Get and Show phases of UNHCR's results-based management cycle, ensuring effective participation from relevant stakeholders. The incumbent will also be responsible for maintaining compliance with UNHCR's policies and frameworks, ensuring that monitoring and evaluation processes adhere to ethical standards and data protection regulations.

Duties and Responsibilities:
The Senior M&E Assistant will be responsible for a variety of tasks, including but not limited to: assisting in the development of multi-year M&E plans as part of the multi-year strategy; supporting Results Managers in selecting and developing relevant indicators and monitoring activities; coordinating key primary data collection exercises such as assessments and monitoring activities; promoting participatory approaches to assessment and evaluation; developing coherent M&E frameworks and tools; preparing advice for management on evaluation needs; facilitating communication between country operations and regional or HQ evaluation teams; compiling and maintaining an evidence base of data to support evaluations; assisting in the design and delivery of M&E training for UNHCR staff and partners; ensuring compliance with UNHCR policies and ethical considerations; and identifying and managing risks while seeking opportunities that impact objectives in the area of responsibility.

Required Qualifications:
Candidates must possess a minimum of 2 years of relevant experience with a High School Diploma, or 1 year of relevant work experience with a Bachelor’s degree or higher. Essential qualifications include experience in planning and implementing monitoring systems, managing evaluations within the UN system, and coordinating stakeholders in a cross-cultural environment. Desirable qualifications include experience with UN development or humanitarian actors, data management, and strategic planning processes. Candidates should also demonstrate strong analytical skills, communication abilities, and a commitment to continuous learning.

Educational Background:
The educational background required for this position includes a High School Diploma as a minimum, with a Bachelor’s degree or higher being preferred. While specific fields of education are not applicable, candidates should have relevant certifications in Results-Based Management and Research and Evaluation Methods, which are essential for the role.

Experience:
The position requires candidates to have at least 2 years of relevant experience for those with a High School Diploma, or 1 year of relevant experience for those with a Bachelor’s degree or higher. Experience should include planning and implementing monitoring systems, conducting evaluations, and managing data in international development or humanitarian contexts. Familiarity with UN programming and strategic planning processes is also beneficial.

Languages:
For this position, knowledge of English is mandatory, along with the UN working language of the duty station if it is not English. For General Service jobs, knowledge of English and/or the UN working language is required. Proficiency in local languages is considered an advantage, especially for National Professional jobs.
