Job Overview: The Programme Specialist for the Global Ocean Observing System (GOOS) will play a crucial role in managing and overseeing the operations of GOOS. This position requires the incumbent to provide international leadership in the coordination of ocean observation systems, ensuring that Member States are supported in their efforts. The role involves managing both regular and extra-budgetary programme design, as well as reporting on progress and developments within the context of ocean observation, data management, and marine policy. The incumbent will work under the authority of the Executive Secretary of the IOC and will be responsible for aligning GOOS operations with UNESCO’s Medium Term Strategy and the IOC Medium-term strategy. The position demands a strategic approach to strengthen partnerships with Member States, stakeholders, and GOOS sponsors, while also promoting innovation and best practices in ocean observation.
Duties and Responsibilities: The incumbent will be responsible for several key duties and responsibilities, including:
Supporting the delivery of the GOOS strategy and workplan in collaboration with the Head of Section and GOOS Steering Committee.
Managing technical operations and reporting in collaboration with IOC, WMO, and OceanOPS, ensuring effective coordination among GOOS expert panels and observation groups.
Promoting the global ocean observing system and ensuring the flow of FAIR (Findable, Accessible, Interoperable, and Reusable) data for essential ocean variables.
Managing a portion of the section budget and overseeing project tracking and execution to ensure smooth delivery of activities.
Advancing internal and external communications to inform IOC Member States about progress and stimulate relevant actions at the national level.
Leading additional projects as required by the IOC and GOOS mandates.
Required Qualifications: Candidates must possess an advanced university degree (Master’s or equivalent) in oceanography, marine science, earth system science, marine technology, environmental science, or a related discipline. Additionally, candidates should have a minimum of seven years of progressively responsible professional experience, with at least three years acquired at the international level. Proven experience in strategizing and managing large-scale projects or programmes is essential. Strong analytical and problem-solving skills, as well as the ability to translate strategy into actionable priorities, are also required.
Educational Background: The educational background required for this position includes an advanced university degree (Master’s or equivalent) in relevant fields such as oceanography, marine science, earth system science, marine technology, or environmental science. A PhD in a related field is desirable and may enhance a candidate's qualifications.
Experience: The position requires a minimum of seven years of progressively responsible relevant professional experience, with a preference for candidates who have at least three years of experience at the international level. Experience in managing large-scale projects or programmes is crucial, as is a strong understanding of ocean observing system design and data management.
Languages: Excellent knowledge of English, both spoken and written, is mandatory for this position. Knowledge of another official UN language (Arabic, Chinese, French, Russian, Spanish) is considered desirable and may enhance a candidate's application.
