Job Overview:
The Programme Specialist for Gender and Gender-Based Violence (GBV) will play a crucial role in leading the programming efforts related to gender and GBV in Gaza. This position involves providing strategic guidance and technical leadership in the planning, implementation, monitoring, and evaluation of initiatives that address gender issues and GBV within the humanitarian-development-peace nexus. The Specialist will be responsible for coordinating with various stakeholders, including humanitarian and recovery actors, to ensure the effective delivery of GBV prevention and response activities. The role requires a deep understanding of the complexities surrounding gender issues in crisis situations and the ability to develop and implement innovative solutions that promote women's empowerment and gender equality. The incumbent will also contribute to the development of policies and guidelines that support the integration of gender considerations into all aspects of programming and will work closely with other UNFPA teams to ensure a cohesive approach to addressing GBV in Gaza.

Duties and Responsibilities:
The Programme Specialist will manage the Gender and GBV portfolio in Gaza, overseeing the entire program cycle from planning to evaluation. Key responsibilities include leading the development and contextualization of guidelines and protocols for GBV prevention and response, supporting the GBV Programme Analyst in monitoring and evaluation efforts, and establishing referral pathways in accordance with standard operating procedures. The Specialist will also strengthen GBV case management services, design and implement Cash Voucher Assistance programs for vulnerable women and girls, and ensure integration with other UNFPA workstreams. Coordination is a significant aspect of the role, requiring representation in various meetings and collaboration with other sectors to advocate for gender and GBV-related actions. The Specialist will lead capacity development initiatives for GBV actors, provide technical support for emergency response, and contribute to resource mobilization efforts through proposal development and grants management. Additionally, the role involves collecting and analyzing data to inform program priorities and disseminating knowledge products that highlight best practices and lessons learned in GBV programming.

Required Qualifications:
Candidates must possess a Master’s degree in social sciences, gender studies, humanitarian practice, international development, public health, or a related field. A minimum of five years of progressively responsible professional experience in humanitarian programming is required, with at least three years of field experience in humanitarian or fragile contexts. Familiarity with IASC and other humanitarian coordination mechanisms is advantageous. The ideal candidate will demonstrate excellent interpersonal skills, creativity, and strong project management capabilities, along with the ability to engage effectively with diverse populations and cultures. Proven experience in program development and management in complex emergencies is essential, as is a commitment to the principles of gender equality and women's empowerment.

Educational Background:
A Master’s degree in a relevant field such as social sciences, gender studies, humanitarian practice, international development, or public health is required for this position. This educational background provides the necessary theoretical framework and practical knowledge to address the complex issues surrounding gender and GBV in humanitarian settings. Candidates should have a strong understanding of the social, cultural, and political factors that influence gender dynamics and the ability to apply this knowledge in programmatic contexts.

Experience:
The position requires a minimum of five years of increasingly responsible professional experience in humanitarian programming, with at least three years of field experience in humanitarian or fragile contexts. Candidates should have a proven track record of working in complex emergencies and familiarity with humanitarian coordination mechanisms. Experience in program development, management, and reporting is essential, along with the ability to navigate the challenges of working in high-pressure environments. The ideal candidate will also demonstrate strong leadership skills and the ability to foster collaboration among diverse stakeholders.

Languages:
Fluency in English is mandatory for this position, as it is the primary language of communication within UNFPA and in the international humanitarian community. A working knowledge of other UN languages is considered an asset, and proficiency in Arabic would be particularly advantageous given the context of the position in Gaza. The ability to communicate effectively in multiple languages enhances collaboration and engagement with local partners and communities.
