Job Overview:
The Programme Specialist will operate under the overall authority of the Executive Secretary of IOC and direct supervision from the Head of Section. This role is pivotal in managing and administering the work of the IODE, providing international leadership in the development and implementation of IOC data architecture, standards, and management practices. The incumbent will be responsible for coordinating with internal and external stakeholders to support Member States in their data management efforts. The position requires a strategic approach to planning and operations, ensuring that the IODE's objectives align with UNESCO's Medium Term Strategy and other relevant frameworks. The Programme Specialist will also oversee the subsection’s budget and project execution, ensuring that activities are delivered smoothly and effectively in support of the IOC and IODE mandates.

Duties and Responsibilities:
The incumbent will lead strategic planning and operations related to the IOC data architecture and IODE data systems. This includes coordinating the delivery of FAIR data management, strengthening data management capacity among IOC Member States, managing budgets and personnel, drafting project proposals, overseeing committee meetings, and supporting internal and external communications. The role also involves horizon scanning for emerging trends and technologies, providing advice on data standards, and representing the Executive Secretary at various meetings and forums. The Programme Specialist will ensure that the IODE office operates effectively on a day-to-day basis, contributing to the overall mission of the IOC.

Required Qualifications:
Candidates must possess an advanced university degree (Master’s or equivalent) in fields such as data science, information management, computer science, environmental science, oceanography, marine science, geosciences, or related disciplines. A minimum of seven years of progressively responsible professional experience in marine sciences or a related field is required, with at least three years of experience at the international level. Experience in managing international programs related to data interoperability and stakeholder engagement is essential, along with skills in fundraising and resource mobilization.

Educational Background:
An advanced university degree (Master’s or equivalent) in relevant fields is mandatory. A PhD in a related discipline is desirable and may enhance a candidate's profile. Candidates should have a strong academic background that supports their ability to engage with complex data management and oceanographic issues.

Experience:
The position requires a minimum of seven years of relevant professional experience, with a strong preference for candidates who have worked in international settings. Experience in managing large-scale data projects, particularly those related to ocean observing and data policy development, is highly valued. Candidates should demonstrate a track record of successful stakeholder engagement and resource mobilization.

Languages:
Excellent knowledge of English, both spoken and written, is mandatory. Knowledge of another official UN language (Arabic, Chinese, French, Russian, Spanish) is considered an asset and may enhance a candidate's competitiveness for the position.

Additional Notes:
The contract is fixed-term for a duration of two years, and the position is open to both internal and external candidates. The role is classified at the P-4 level, and the approximate annual starting salary is 125,169 USD. Benefits include 30 days of annual leave, family allowance, medical insurance, and a pension plan.
