Job Overview:
The Ethics Officer position is crucial within the Executive Office of the Director General at EUROCONTROL. The selected candidate will be responsible for developing, implementing, and monitoring the Agency's ethics strategy, ensuring compliance with applicable rules and alignment with recognized ethics standards. This role involves advising management on ethics-related matters, investigating ethical concerns, and promoting a culture of integrity within the organization. The Ethics Officer will also design and deliver training programs to enhance staff understanding of ethical conduct and will collaborate with various stakeholders to foster an inclusive workplace culture. The position requires a proactive approach to identifying and addressing emerging ethical issues that may impact the Agency's reputation and functioning.

Duties and Responsibilities:
The Ethics Officer will undertake a variety of duties, including but not limited to: developing and implementing the Agency's ethics strategy and policies; advising management on ethics-related issues such as whistleblowing and conflicts of interest; investigating ethical concerns while maintaining confidentiality; reviewing and improving existing processes related to ethics; designing and delivering training and awareness-raising activities; collaborating with management to prevent unethical behaviors; maintaining relationships with external stakeholders; preparing reports and presentations on ethics matters; and ensuring open communication regarding ethics and compliance within the organization. The role also involves carrying out any other tasks aligned with the main purpose of the job.

Required Qualifications:
Candidates must have completed third-level studies meeting the European Qualifications Framework (EQF) Level 7 in a relevant field such as Ethics, Law, Public Administration, HR, or Social Sciences. Additionally, at least 5 years of relevant professional experience in a complex environment, preferably within an international or public sector organization, is required. Certification in ethics or compliance management is advantageous. Candidates should demonstrate effective presentation skills, a commitment to staying updated on ethics-related rules and standards, and the ability to communicate effectively with diverse audiences. Analytical thinking, quality focus, planning and organizing skills, and integrity are essential competencies for this role.

Educational Background:
The educational background required for the Ethics Officer position includes a relevant degree at the third level, equivalent to EQF Level
  • This could be in fields such as Ethics, Law, Public Administration, Human Resources, or Social Sciences. The educational qualifications should provide a solid foundation for understanding the complexities of ethics in a public service context and enable the candidate to perform the responsibilities of the role effectively.

Experience:
Candidates should possess a minimum of 5 years of relevant professional experience in a complex environment, ideally within an international or public sector organization. This experience should include work related to ethics and compliance management, ensuring adherence to legal requirements, and handling sensitive ethical issues. The ability to adapt to a multinational and multicultural environment is also essential, as the role involves collaboration with diverse stakeholders.

Languages:
Proficiency in English at level C1 is mandatory for this position, as it is one of the working languages of the Agency. Knowledge of French at level B2 or above is considered a significant advantage. Candidates who do not have knowledge of French will be required to achieve at least level A1 (basic user) by the end of the probation period. The language requirements are aligned with the Common European Framework of Reference for Languages (CEFR).

Additional Notes:
The position is offered on a contract basis for a duration of 5 years, with the possibility of renewal under certain conditions. The total period of occupancy for the Ethics Officer post cannot exceed 9 years. The selected candidate must successfully complete a probationary period of 9 months before being established in the post.
